City Manager search public input meeting, April 11, 2013


Note:  This meeting does not appear to be televised on PCT 26, and even so the purpose of this public meeting is community input.  If you are interested, you will need to show-up in person, or you may complete the survey noted below.

Town Hall Meeting with William Avery and Associates, Inc.
Regarding the “Ideal Attributes” of a City Manager
Thursday, April 11, at 6:00PM, Council Chambers at 2212 Beach Boulevard

The City of Pacifica has retained William Avery and Associates, Inc. to assist the City with
recruiting a new City Manager when Steve Rhodes leaves in July 2013.

As part ofthe recruitment process the public is being invited to participate in a Town Hall meeting
with Paul Kimura from Avery and Associates, Inc. Mr. Kimura will be facilitating the
community meeting to solicit public input on the attributes of an ideal City Manager
candidate.

The meeting will be held in the City Council Chambers on Thursday, April 11,  from 6:00pm
to 7:30pm. If you are unable to attend the meeting you may complete a survey that will be
posted on the City’s website on April 15.  (www.cityofpacifica.org).

Sounds like a blast, be there or be square! Should we have a manager who promotes Highway One widening, or opposes?. Should we have a manager who supports Quarry Development or opposes it?. A quarterback who can both throw and catch the ball on the Beach Blvd. RFP/RFQ? Insider? Or Outsider? PloverprotectorTrailbuilder, or Serramontewestborough in the hills above Valley-Mar? Walmart or QuickieMart? Mild or Spicy? City Manager is a tribune (look it up) for our community and council...so we have an opp to shape this monumental and very important decision, which will ultimately be, very political.

We've already got enough blowhards who know how to run aviaries, wilderness parks and endangered specie habitats.

I was at the chamber breakfast a few weeks ago and Stone said there might be an Interim City Manager if they can't find one before Rhodes retires. To do a cattle call and negotiation takes a couple weeks or even months, so they might not have even completed first round of interviews by June 30. I speculate an interim would most definitely be a current employee...could be any department head... this person will be Interim City Manager for a bit before they appoint him or her or someone else for a long term contract.

Hey, she's here, she knows where the bodies are buried (some would say that's because she buried them), and she wants it. Just sit back Annie and watch and wait while the fools interview candidates too old, too green, too smart. Patience, patience.

Bingo. She will be named intern city manager then they will say well we couldn't find anyone who understood Pacifica as well as our girl so she has the job.

This council and Ritzma, together? I was expecting a crusty old end-of-the-career type with a strong stomach, but maybe even that was aiming too high. WTF, at least she's ambitious.

If the correct qualifications for City Manager are knowing where the bodies are buried then Ritzma should definately move to Colma with nyuk nyuk.

City is bankrupt. Plus I hear they want to pay much less then what they are paying Rhodes.

Who wants to quit and come to a city nearing bankruptcy.

Don't panic. We're still making payroll and there's probably some hidden cash or something to refi. Lack of a reserve does not mean bankruptcy is imminent. Anyway, what's the big deal? We've really been broke for years and can scrape along bitching and moaning indefinitely. Hell, this council can save us and then the next and the next and the next. It's going to be ok.

Lots of non-essentials in the budget. Things we think a city should have, but really they're non-essentials. We can keep cutting for years.

If they're really offering a lower salary they want someone with less experience. Maybe currently an assistant or head of a core department in a city under 100,000 population. Otherwise it's someone
at the end of the trail or out-of-state like Rhodes. Eligible for Calpers pension after 5 years and those are mighty nice to supplement whatever else one has earned earlier.

2 weeks payroll or less then 2 weeks payroll is technically living "paycheck to paycheck"

It doesn't take a big banker to tell you that is knocking on bankruptcies door.

There's still plenty of stuff to cut out of the budget. There would be a lot of crying and handwringing at the loss of popular programs and services, but it can be done. When you're poor, you do without and it isn't supposed to be easy. Pacifica's poverty is by choice. Bad choice.

@ 414, Why should the poor suffer so managers for the city make $150,000 and more?

The median household income here is around $90,000.That's for a 2 person household.

We need to drastically rein back these sweetheart contracts. Other cities are doing it. Why can't we?

It's past time to remove Ritma from negotiations, She has failed us while protecting her friends.

Ritzma? It's council, you ninny! Council sets the tone for those negotiations. They approve the contracts. Ritzma and Rhodes work for council. The unions have no bigger friends than the Pacifica City Council. O'Neill's refusal to go along with the rest on those PD contracts was truly amazing! Whatever the reason, it was amazing.
We need to take our blinders off when it comes to this "new" council. We can argue their potential to be better than the previous, but thus far their position with the unions is just more politics as usual and that's the last thing Pacifica needs. Hold their little hooves to the fire til they get the message...we want to see city employees making less than before.

@859 The poor always suffer. It's part of being poor. They are at the mercy of those in charge of the checkbook. Pity the poor and help where you can because in Pacifica we have self-serving idiots in charge of the checkbook. Nothing new.

859anon Ritzma has no friends among city employees. The only people she needs to impress are on Council and she's doing a hell of job!
