Consent Calendar 
1.    Approval of cash disbursements. 12/17/12 to 3/22/13. 
2.    Approval of  Minutes of the 2/25/13 city council meeting.

3.    Proclamation confirming of an existing local emergency (4/7/10) continued. Severe cliff erosion, fail
ure of revetment supporting the City storm drainage at 380 and 400 Esplanade Avenue. Photo.
4.    Grand Jury response, "Does San Mateo County need 213 separate police dispatch centers?"  Letter of acknowledgement, signed by Mayor Len Stone.
5.   Agreement with Pacifica Historical Society (PHS) to temporarily store their historic Ocean Shore Railcar #1409 on a pad at the Calera Creek Water Recycling Plant. Two year License agreement, $1, with option of two year extension.
6.     Ranger job description update to include paid parking and traffic regulations at Pacifica State Beach. 
7.     Police Management Unit participation in CalPERS health plan management through the City flexible benefit program (cafeteria plan). This is a transition from the current Teamsters Health and Welfare plan. Revenue neutral: . City contribution is $1,050 per month, with 50% option for remaining cafeteria cash, plus $119 per member per month administration fee. The prior City contribution was $1,154.57

Consideration
8.    City Council 2012-13 Goals update.
9.    Pacifica State Beach Municipal Code parking regulations, and authorization to solicit proposals for purchase of digital parking pay stations. Parking fees:  $3 up to 4 hours, $6 for 4 hours or more, $50 for annual permit.

This broke ass city is still handing out the cafeteria cash for unused benefits? Why? Give the employees every benefit in the contract and that's enough. Stop allowing them to give themselves a raise, in this case as much as $6500 per year. Ditto for the rest of the city work force which also enjoys this rip-off. This dirty little secret is how council raises its salary from $8400 to about $20,000 per year. No wonder they can't bear to end the practice. Once it's income it effects pension calculations, too, so it's the gift that keeps on giving. For life. Close up the loopholes and quit giving away money to people who are already well-compensated! Bunch of city council losers!

Any idea why the city is talking about this private residence in closed session?

What do you expect Anon 608. There is a clear conflict of interest since the negotiator's (Ritzma) salary is based on the highest paid contract worker. Ha and City Council goes along because these are all their friends.

You can't have a friendly relationship between the negotiator and their boss and the unions. This is why nothing ever changes.

We should have a citizen committee for negotiations made up of local business people sworn to get the best deal possible for the CITY.

That won't happen, so let's just outsource PD since we can't control their pay.

@1029 the property seems to be the last house on Bonita and it borders on a large parcel of city-owned land. Somebody needs something.

112 I'd sure like to see council step away from the trough on this one. Say what you want about Stone but he never stuck his snout in there. Maybe they could all lead by example? What a concept! Step away from the trough and save the city big bucks before you ask for more from the residents. Cash paid in lieu of benefits is big money.

@112 All we've ever needed is a council who knows their job is to represent the residents not the employees. The employees have the unions to look out for their interests and Council is obviously busy looking out for its own interests.
Guess where that leaves us?

They ought to charge for parking to non residents at the pier too. Make all the streets near the pier permit parking and charge to park in the sewer plant lot. Give residents a big discount or free parking.

Too many people come from out of town to fish at the pier and leave nothing behind except their garbage.

Someone should ask why Ritma negotiated away police outsourcing for virtually no wage reduction.

Now she's negotiating cotracts with sewer plant workers. That's okay, Pacificans who make 1/3 what they do can chip in more for their $150,000 salaries

She is a piss poor negotiator and should be replaced by an independent committee that will do their job and be tough on the Unions.

955 the city doesn't own the pier alone. we have "state" partners and charging for anything would be up to them. And the Coastal Commission. Poor stupid Pacifica. Always paying to clean up the nasty mess left by people who don't live here and don't buy anything here. We're really a tourist mecca. So stupid.

@11:39 a.m.: The parking lots at LM Beach are also State property. They gave Pacifica the go ahead to manage it and now charge for parking. Don't see why the same deal can't be struck for the Pier. Actually, isn't only the Pier itself jointly owned? I would think that the surrounding streets and in particular the City Council lot could easily be designated for parking meters without any approvals necessary outside Pacifica. Of course, do we really want to start down this path? Meters at The Pier, then over there, and then everywhere. Just another reason to take a short drive and spend your money at some mega-store with lots of free parking.

While the Pier is controlled by the State the parking lot at the sewer plant is not. Neither are the streets. They could start to charge at the parking lot tomorrow. Just put a teenager there collecting fees.

Exactly 11:43, why did most of our city council vote to approve those measily cuts when our city is on the brink?

Oh yeah, they intend on taking that out of our hide.

Hey, charge for the parking. Obviously it's not going to run off anyone and cause them to shop elsewhere because there's nothing for people to buy in Pacifica. Nada. The crowd down at the pier isn't dining out. Just as well because we haven't much to offer. But I think charging for parking anywhere within the coastal zone may be more complicated than just having this city approve it. Haha as if council could ever get that far. Coastal Commission had to ok the Linda Mar Beach paid parking and they collected their pound of flesh for it with the plover protections. Nope, not as simple as just slapping up some meters or even putting some stoner on the city payroll at $85,000 to collect the fees. It's Pacifica and we are so screwed.

I think I'll go and collect me some parking fees. What do you think, $5 a car in the lot? All donated to the LBC!
