San Mateo County Harbor District appointment, the pick and the process

"San Mateo attorney Will Holsinger was appointed for a second time to the San Mateo County Harbor Commission on Wednesday night. He emerged as the winner from among five candidates seeking appointment to fill the unexpired term of the late Commissioner Leo Padreddi.

....  Holsinger was also appointed last year to fill the unexpired term of longtime Commissioner Sally Campbell. Like Padreddi, Campbell died in office. After that appointment, Holsinger subsequently lost his bid for re-election in November.

....  The five candidates were asked versions of the same eight questions and each had a total of 15 minutes to respond. The commission employed an unusual written ballot system to decide the question and never formally announced how each commissioner voted. Afterward, Brennan confirmed her lone vote for David."
