Police Services contracting proposals

That is for the 12/13 budget year.. Look at page 22 and 23...3 million savings over the next five years?? Do we as a community want to take that risk??? Council has a hard descion to make.

I am open to a different point of view....but....this seems a little deceiving. The portion of the report that shows the savings of $1.7 mil is titled "Pacifica Data Provided to Potential Contract Agencies." This is not the numbers calculated by the consultant.

Table 14 on PDF page 28, report page 22, and paragraphs thereafter state that the savings is nil, until you include the POB, then we're looking at a savings of about $3,129,312 over 5 years. This equates to about $625,862 per year.

The paragraph after Table 14 warns there could be a significant impact on costs once the POB have been paid off after year 5.

So, with the POB discount we are really saving $625,862 per year? Is this why they didn't move forward with the outsourcing last year, and why the cops contract has no outsourcing language for 2013?

Because Mary Ann would have been tossed off Council if she proposed outsourcing the PD to the San Mateo County Sheriff. Election year BS

The rest of the council thinks Pacifica, is a rich city.

I really do not relish the idea of having a staff of 22 Sheriff Officers in our City just to save 650k + a year for the next 5 years. We currently have a staff of over 32-34 officers within our City. The average staffing within all city's should be one police officer per thousand. That means we should have at least 38 police patrolling our City. Wanna keep the crime at a minimum? I want police officers who are familiar with our City. The Sheriff Dept. rotates their staff. No guarantee we will keep our own guys as they may be sent to work the jails. How long will it take a deputy to become familiar with all the nooks and crannies, causing more delay in response time?

Look at the cost per resident of police in the city versus SSF or the county sheriffs.

Pacifica is lower than the others already.

Oh what the hell. We're rich. We can afford to pass up savings of over $600K per year for 5 years. Forget that the sheriff's deputies we'd see would likely be our old PacPD in new uniforms and with better training and resources. Who needs it? How long is that sales tax hike going to run? Life?
So be it. Now since that won't be nearly enough, what else do we have to sacrifice to keep our very own local PD? Senior programs, Resource Center, Library hours, kids programs, whatever. We'll do anything, anything at all to keep our own cops. Of course we're going to run out of stuff to cut and salaries can't stay frozen forever. Oh well, fiddle-di-dee, we'll think about that tomorrow. We're Pacifica and the dome of stupid is firmly in place.

$625000-$650000 annually would come our way if we had about $400 million in new development and new property tax growth. Loose math: City gets about 17% of each property tax dollar. Your tax property tax rate is 1% Quarry is old news, but had that project been completed by now, and each home was worth $700,000, that would be $210 million or $357,000 in property taxes annually (based on 300 homes). That is just the homes, the hotel and retail might have made up the rest. Developers, contractors please come to town and build 400-500 new homes quick! Council are you listening?

@1114 Stockton bailing us out of this mess is a more likely scenario than what you suggest.

What on earth makes you think this council has any development expertise? Don't let that bunch anywhere near a developer--maybe Mike O'Neill but not the rest.
Best thing we can hope for is discovery by some wandering tourist with connections who thinks he's stumbled across a diamond in the rough. Even that movie would be many years in the making, but maybe it will have a happy ending this time.

For those of you who can not read, The Sheriffs Department will take most of the officers and make them Sheriff Deputies. Same cops driving down the street they will just be wearing a different uniform and badge.

I think going Sheriff will clean up the town and the growing Meth Problem.

From what I read about the HMB police outsourcing, one half of the old force was kept assigned to HMB for consistency ,training the new Deputies while the remainder were reassigned with at least one working at the RWC Jail.Most likely there is a seniority issue that bumps them to the RWC Jail for starters.

Somehow saving $625k per year seems like a no-brainer for a City that is allegedly as broke as we are. But then I'm just a resident, not a politico, so what do I know?

Do you mean as far as the outsourcing working well for Half Moon Bay and Millbrae.

Or the money saved? Or Both?

I think just by calling and asking you can find out what Millbrae and Half Moon Bay really think

I can not trust city hall. After stating they had a surplus(in which none of the city council members knew how much) after stating the merger of the fire department would save $600,000 and it saved zero.

Build more trails and they shall come. How is that working for you now, city hall?

Our PD does not currently have the resources to effectively fight crime. We would have much better anti gang and anti drug capabilities under the Sheriff. Helicopters, lie detectors, Phsyciatrists, under cover tactics, armored cars etc etc etc.

Right now Pacifica is a haven for meth. We all have meth houses operating in our neighborhoods for years. Pacifica PD does not have the capability to shut them down.

So yes, I'm for outsourcing even if it only saves $600K a year.

I have friends in HMB and Millbrae and no one is unhappy with the sheriff's department. Why would they be? The job is getting done and money is being saved. Those towns had to face their fiscal reality and they did so. This town has been worse off for years. Maybe our expectations are so low we just haven't noticed how bad things really are. Maybe we have the worst leadership in the county. Inept in every way.

@901 I think you are going to love the sales tax campaign. Maybe you can work for them. Careful you don't promise that passage of a new tax measure will guarantee we keep the local cops. Leave that to your pals the politicians. They know how to spin and grin. You can play the part of trusting, frightened resident. Places, people, take your places!

Pacifica's persistent state of denial reminds me of something John McCain said about France when the French pitched a ridiculous hissy fit over something. To paraphrase old John, France is like an old, toothless whore trying to trade on their past beauty. They got nothin'! That's Pacifica. Pathetically stupid and unable to face reality.

Lots of folks in Half Moon Bay prefer the SMC Sheriffs. They feel the sheriffs are a lot tougher and more effective on crime and HMB has some issues that need that kind of presence. We're starting to see some of the same stuff here along with our serious meth problem. Frankly the local cops still think this is Mayberry USA. That's due to their leadership and the influence of the dolts at city hall. Time to wake up. Better policing and we save money. We need both! No brainer!

Ha, sales tax. Boy, that will be a nightmare. How can city management justify increasing taxes on people who earn half if not 3 to 4 times less than what the police make in order to sustain a city employee payroll that has steadily increased every year during the recession?

The campaign team for that sales tax measure is being put together now. Had to happen after council signed that sweetheart contract with the cops with the one-year moratorium on outsourcing and then released their ace bargaining chip...the outsourcing report, which of course after their spin, isn't so "ace".

The dream team for the tax measure includes all the usual council shills plus some that should know better by now and some of councils' new best friends. Council has kissed a lot of ass. Blisters? On one or the other. And there's more to kiss--more hippies, the cops, the chamber, more nobees, how about recology...MWAH!

How much? Half cent? Won't be nearly enough. Full cent? Keep going, more, more, more...

Do you think it'll be a "forever" tax? Well, you know just until that surge of big development hits us or hell freezes over.

I'd like to outsource council. I'd pay to see that. Keep O'Neill and pick any 4 patrons off their bar stools at Cheers at 1AM on a Friday night. Instant improvement in city government. Instant. Positively Jeffersonian by comparison.

Oh this council has formed some interesting alliances. None other than Dinah Verby is rumored to be part of the sales tax campaign team. You know she did endorse Nihart and Ervin and Campbell so maybe this is natural. What's next? Leone and Loeb sign on? What's that about? Oh, yes we kept the town poor, but now we want more taxes? Kumbaya, baby!

We must learn to co-operate with one another. Forget the battles and losses of the past and the economic havoc caused by flawed ideologies. Just co-operate. Maybe some group therapy for everyone and powerful mood-altering drugs for the neanderthals. Someone's got to pay the bills and you're still here, so...whadda ya say we pass a new tax? Huh, how about it old pal?

to @ 1:06 pm: the problem that I see with a proposed sales tax increase is that if it did pass, a lot of people who voted for it would stop buying local, figuring that the other guy's purchases will make up for it. Meanwhile, they're both driving over-the-hill to Daly City or the Peninsula to spend their money. Only a few dedicate souls or those who don't drive will be paying the additional tax.

Maybe it's time for City Council to enact another Street & Landscaping tax. Then we can all feel good about recalling them; seem to remember it worked before.
We can ask Vasey or Jaquith to chair the recall; they've got some experience with that.

What bothers me most is Stone has been proclaiming a $1.7 mil savings per year. Over and over again. Council had this information last year, so it's nothing new to them. So if you know it's really only 3.1 mil over 5 years ($620k/yr), why preach $1.7/yr? And if you read the report, after 5 years, the savings will likely significantly drop when the City loses the POB discount. What's the angle here? Maybe I am just naive........

@923 Kinda makes you wonder, doesn't it? Based on their handling of the whole issue of outsourcing, I think council, and I am referring to the 3 veterans here and particularly to Stone and Nihart, has some explaining to do about outsourcing, exactly what they knew and when they knew it, and especially about this report. Something doesn't make sense. I don't believe that we have the
facts. Both Rhodes and Stone were enthusiastic about outsourcing and the number being talked about was a lot more than $600K per year--although that is not chump change for a broke-ass town. Council had numbers more than a year ago. Rhodes was told to sit on them by Stone and Nihart. All common knowledge among FCSTF. I'd like to know what were those early numbers and how do they relate to the numbers in this report? If they're different we should be able to identify the reasons they differ. Trust has been damaged. Without some type of corroboration like a paper trail, this report really might be nothing more than a marketing tool for council to soften us up for that new tax measure and also get themselves off the hook for a truly dismal outcome at the bargaining table. No sale.

Oh come on people. Did anyone expect this report to do anything but minimalize the savings and play up the risks? Really, did you? After the games council has played with this issue for an entire year did you really expect honesty now?

What you take away from this is not whether outsourcing might have been a solution to consider, but that this entire matter reeks to high heaven.

If we choose to believe this report, we can save $625,000 per year for 5 years by contracting with a superior law enforcement organization which has met the needs of all its other city-clients. Sounds good to me. But then we're worried costs can go up when the PBO is paid off in 5 years. Listen, costs are going to go up regardless of who is providing police services, us or the county. I have more trust in the county to contain those costs than I do in anything I've seen this city do in nearly 30 years of living here. Stop with the games and posturing and bring on the county.

Council sat on this for a year. The official outsourcing proposal letter with supporting docs from Sheriff Munks to Steve Rhodes is dated April 16, 2012. Rumors about the $1.7 million cost savings had already begun to circulate in Feb/Mrch of 2012.
A full year of council stunts and deception. Outrageous abuse of power.

Reported in Trib today, the deal with the Sheriff includes forgiving past pension obligation bonds.

If that's true that's 20 million in savings right there.
