These special accounts just beg misuse. I heard Pacifica has at least one of these special account from Comcast fees, containing millions.
That city controller in Illinois (I think) embezzled money from one of these accounts for years. They need to eliminate them and keep all the money in the general fund.
Pay attention Pacifica city council. Wave bye bye to any new tax measure. If possible, voters will trust this city's books even less than they do those of the state of CA.
The press can do a lot to uncover the slimey doings of those we let run things. Along those lines, that opinion article in the Tribune on page 5A by Renee Batti points out some less than admirable actions by city council and staff. Politicians and their hired enablers who scheme to keep the people in the dark because they believe they know what's best for us are dangerous control-freaks. That arrogance has brought many to ruin. As it should.
We aren't broke, we just pay way too much money to senior staff, department heads, fire and police. If the afore mention groups took a voluntaery one percent pay cut for every $10,000 earned all our city employees could keep their jobs and we could hire back a couple dozen.

Outsource the cops and there's no need for a tax measure or cuts. All we have to worry about is that council will blow the savings.
