Description:  The City Council goal setting workshop agenda includes input from  police (9:45), fire (10:00), planning (10:30), Parks, Beach and Recreation (10:45), Administrative (11:00), Waste Water (11:15), Public Work (11:30), City Clerk (11:45), Public Comment (12:00), Council discussion (1:00), Wrap-up Summary (3:15).

I liked Elaine Larsen's "to do" list in today's Tribune. Make it required reading for council and the high-priced staff. Basic, common-sense stuff that's been ignored for too long. Or, poorly addressed by council. No more excuses.
Elaine, you're turning out to be a very good and gutsy editor. No surprise really, but Bravo!

Why the cynicism?
If you haven't noticed, the Red Legged Frog majority is finally an endangered specie. DeJarnatt claims to be going away(again), Vreeland flew the coop and Digre is ?????
The bad news: this little gang and their buddies completely destroyed Pacifica.
The good news: they are nearly extinct.
Finally a flicker of light at the end of a very long and very dark tunnel.

Just having this meeting is a step in the right direction. As far as I can remember the city council has not done public planning/goal study session in years. Every city in SM County does this every year!!
This meeting is Len Stone’s baby and I give him a lot of credit for bringing some forward thinking to the city.

This meeting is being held so senior staff, department heads, fire and police can all have a go at council for no other reason than to force council into putting the 1/2 cent sales tax on the November ballot. Nothing more nothing less.

If you go you will hear about staff cuts, service cuts, department closures or outsourcing, and absolutely nothing about responsible wages cuts like a simple one percent cut for every $10,000 earned.

Like most of Steve Rhodes and Mary Ann Nihart's staged events the plot will be about raising our taxes not cutting compensation.

I hope to go, parking permitting, (why the police station?).

Long gray haired hippies aren't the problem. If I didn't have to work for a living, I'd be one of them.
The problem is extreme NIMBYism. Their mantra is "I've got mine, everyone else, go away."
These faux environmentalists have no shame about about destroying Pacifica's economy, ruining the environment through neglect, wrecking opportunity for future generations and soaking up tax dollars for their own selfish needs.
Pacifica's current condition is billboard evidence of their flawed religion. Voting them back into power would be just as stupid as voting for Romney.

Mikey, the sweetest romantic dreamer of them all. No amount of revenue or development is going to cover 84 employees out of 120 making over $100,000 a year before benefits and pensions. Our town just isn't that kind of town. What we need to do is regulate this better and to pass an ordinance that brackets compensation to revenues. Dare I say it... just like a business. Employee compensation will fluctuate from year to year but thats life.

Todd you're right about cutting pensions, wages and benefits. They are strangling us as they are every city.

But we are even more hobbled by the anti development activists who have held up a lot of progress over the past 20+ years. They oppose projects like the assisted living center that would bring much money to the city, and the oppose housing like the Quarry which could have brought our city $500,000 a year.

We have pretty much the same population we had when I moved here in 1979 while every other city in San Mateo has increased substantially.

Good news is I think people are finally waking up.

I come from a multi-generational San Francisco police family and have a unique perspective and tremendous respect for the brave men and women who are willing to face off the bad guys and fight life threatening fires.
I cannot argue with your point about over the top expenditures.
However, I think you are disengenuos when you pin all of Pacifica's problems on this one factor. Your NIMBY buddies and puppet politicians all voted for these fat benefits while disrupting revenue generating opportunities in Pacifica for decades. It's simple math. Money going out with practically nothing coming in is a failed bankrupt religion.

Pensions and City/County workers pay is a problem in just about every city. If it hasn't been talked about yet, it is a matter of time.

Think of it this way. Your household budget vs income.

You either need to increase income or cut expenses.

You can cut expenses to the bone, but if you don't have the income and or revenue to pay..Bankruptcy!

Bray, Bray, Bray..Why do you fail to understand Pacifica cities worker pay is the lowest across the board in San Mateo.

Cut wages and you have employees run over the hill.

Of course the goal setting meeting is staged,cast, and scripted to build momentum for putting a tax increase on the ballot. That's Plan A. Outsourcing the cops is Plan B. What I want to know is will this meeting be televised?

I saw a news report that said SF and San Jose are hiring cops, but they're at much lower salaries than they used to be.

I was a pot smoking hippie before I became an architect. Grandfather, uncle and cousins all SF cops.
Get behind some revenue production in Pacifica and we'll have something to work with.

San Jose laid off over 100 cops last year and imposed an over 10% cut. Any of those officers still unemployed will have first crack at any job openings SF barely avoided laying off 170 officers last year.

Every city, county and State is facing a severe financial crisis and it is going to get worse as the pension tsunami hits.

Either Pacifica will get major confessions from the Unions or we will go under too.

Mikey, we lived in BVHP for 3 years before moving here and did keep our doors unlocked. We felt it was the safest neighborhood we've ever lived in.

So beyond your racial profiling why did you pick BVHP and not Cow hollow? Like I said Mikey it's your family DNA.

Cops and fire are princess crews Mike, they believe their own hype and think they are OWED. As an example a retired SFPD neigbhor of mine asked for help with his place. I took him to SF Victoriana to by some specialty trim and paneling and the guy pulled his badged EXPECTING a big discount. I returned later and apologies to the owner personally.

Thankful he was non plused about it. "Happens all the time with retired officers," he said. "They come in here thinking they've saved the world and expect everything for free. And the irony is they make more retired than I do working."

Sorry Mike, but like you've shown above cops are not to be trusted, have unrealistic expectation, do use racial profiling among other visual ques when looking for trouble and are bleeding every municipality dry.

Big city police have shown crime pays, and handsomely.

Wonder how the meeting went? Patch had an article yesterday that
called it a "Rare Study Session to Focus on Luring Business". You wouldn't know that from anything on the published agenda. Maybe it came up during council discussion?
Sure hope Len Stone was able to move forward his idea of hiring an experienced Economic Development Director. We need a talented professional. Adding that job and a new Planning and Development Commission is critical if we are to create adequate revenue for this town.

The meeting was not "a focus on luring business."

It was an oppourtunity for the various departments to present their agendas and goals to Council in order to inform Council on their own action plan going forward and to make sure there is alignment. It was stated upon commencement that the information presented might drive Council agenda items in the future.

The public was alloted time to comment, but very few citizens were in attendance -- perhaps ten and only five or so spoke. Pacifica Index did not see any members of the media present. A shame, since this was an informative meeting of some import.

Pacifica Index will carry a write-up of the event in the next day or two.

Pacifica City Councilmembers will host a rare public study session on Sunday focusing on bringing some life to a static business environment, Mayor Pro Tem Len Stone told Patch.

Stone's photo was at the top. Nice touch. Comments by several Fix Pacifica denizens followed. I'm very disappointed that the public agenda was accurate as published. Hope Mr. Stone is able to move forward his terrific ideas (see the article)about economic development asap and that Patch drops writing satire or whatever that was. Very funny stuff.

Let's use eminent domain on the storage facility, auto yards and mobile home park for the greater good of our city. Build a senior facility, condo's and a premium outlet mall. It would go long with the change on Palmetto and people would think differently of Pacifica. Kelo v. the city of New London.

To be fair to Mr. Rubin, current editor of Pacifica Patch, spoke with Mayor Pro Tem Stone and Stone mentioned "bringing life to a static business environment" in conjunction with the meeting.

While that may be the way in which Stone and Council ultimately assist City departments in achieving their goals (most of them required more money and/or manpower than currently budgeted), the goals themselves were the subject of discussion, not the means to raise additional revenue.

But that's okay -- the public is better served when news is covered by multiple sources with multiple viewpoints. It will be interesting to see if the Tribune or Pacifica Patch run a story on the Workshop since -- as far as we could tell -- no one from the two outfits was present.

Lastly, we have Gideon Rubin to thank for breaking the story about the existence of the Outside Police Services Assessment Report. Without that story, we still wouldn't know that the Report was completed and was "available."

it sounds like this meeting was very similar to one of the alleged "budget work sessions" (what a crock); in that several dept's justified their need for money; the council in this town is so full of it and has no backbone; we will end up broke as soon as their is 1 lawsuit or 1 emergency and that will send us over the edge and we will be broke....

Did the Chamber show up? Well let's take a gander. Council agreed, all of them, to make economic development the citys number one priority. I would say the Chamber had some influence. Those of you used to a weak and ineffectual Chamber, I'm thinking there's a change in the air. Smart economic progress will be the order of the day.

Council always has been. No amount of misinformation by the CoC can change that. Connermara, Cypress Walk and the assisted living all happened because those applicant understood how things work.

The city has always emphazised ED. Unfortunately outside developers, and local ones for that matter lacked the understanding or lacked the capital to pull any large projects off. Trammel Crow, Peebles and Whole Energy failed because they didn't understand how things get done.

If your version of economic development means no codes, no ordinances or agency oversight then your living in the wrong hemisphere.

Having a senior staff that's so willing to cheat the process as much as it can is an asset for some but as we've routinely seen at some point that low level corruption hits a regulatory wall.

Lets be frank, if you don't like the rules, codes and ordinances as they exist and are implemented, then change them. But to constantly misrepresent the truth purely to get your way is nothing short of brown shirting. Demonizing council or particular council members highlights your complete ignorance.

By all means have your temper tantrums and send in your comically twisted agents to harass council all you want. But at the end of the day rules are rules.

Without the corruption of our current senior staff nothing much will change. Any big changes like that quarry language that says city staff will front for any quarry developer with the state and federal responsible agencies is ridiculous. It once again shows senior staffs complete lack of understanding of process and willingness to corrupt the process.

If you don't like the rules, change them. Blaming council or particular members of council is just plain silly and childish. But by all means continue your misguided past time.

Our CEO, Courtney Conlon, was present at the meeting. The Chamber has presented information to all City Council members regarding our workings within the community to foster business growth and we have individually spoken with Council members we know personally. Lots of misinformation isn't coming from the C of C but from people who have never run businesses.

Pacifica has built less new housing in the past 20 years than any other City on the Peninsula as far as I can tell.

The cause is not ordinances or not understanding how things work. The cause was a group of people who opposed every project and used their friends on the city council to drag out and stall for years.

One result is that our population has gone down while every other local city has increased by 8% and more. Even Colma went up in population.

It finally looks like we have the upper hand on the group of "No". Let's hope some common sense candidates get elected to council in November to join Mary Ann and Len.

Kind of like then Mayor Vreeland shilling for the biodiesel plant at the Coastal Commission, Todd?

Not sure why you would have a problem with the city partnering with a developer to move forward needed regulatory quarry development. After all, you say the regulatory hurdles to build a significant development at the quarry would be too great. So, let's find out once and for all.

And along with claims of past "misrepresentation" (referring to others who do understand the need for a balanced city economy), you also said: "Demonizing council or particular council members highlights your complete ignorance." With regard to No on L, quarry development, 2006". no reason to demonize then Council member Cal Hinton, but based on merit, FMV the rest of them can go directly to demonville.

I'd love for something to be built in the quarry. Nice outlets would be great even if they come with some kind of housing. Housing might work or it might very well end up being rentals but that's the developer's problem. The developer will also have the problem of that malfunctioning sewer plant and a project in the balance may be just the thing that forces this inept city to fix it. Either that or end up in court, again. Bring on the big developer puhlease!

I agree outlets would be nice. Look at Gilroy...They just keeping adding on new blocks of outlet malls so there must not be a shortage of shops to fill them. Gilroy doesn't seem to be on any City bankrupcy list I have reviewed and the customers are a captive audience just like they would be in the Quarry.

Outlet malls can only work off major freeways. The Vacaville Outlet mall works so well cause it is easy to get to.

Nonsense. Outlet malls work when they are marketed and promoted and appeal to that kind of shopper. We offer a unique location. Shoppers who like upscale outlets are addicted. They seek them out. Build it and they will shop and eat and return with friends. We have the location, the customer is out there. All we need is a pro to connect the right people. And a lot of luck.

All five Councilmembers were present.

Did any of the council candidates participate?

Yes. Gary Mondfrans and Victor Spano both addressed Council.

Mr. Mondfrans suggested we utilize the proximity of San Bruno Fire Station 52 by constructing a connector road over the hill to Pacifica in order to share services easier.

Mr. Spano urged the City to hire an economic development coordinator.

How many city employees were present and of those how many, if any, were on overtime?

Present were the heads of Fire, Police, Planning, Parks/Beaches/Rec., Wastewater, Public Works as well as the City Manager, City Clerk and City Attorney. Captain Realyvasquez was in the audience as well as probably one or two other City employees not recognized.

Only the Department Heads spoke in an official capacity per the circulated agenda.

We have no idea about your overtime question.

Ms. Conlon was not present unless she arrived at the very end of the workshop.

We all know how important they are. But Pacifica like so many other cities can not afford the price tag. We will have to lower their pay, benefits and pension just like every other city is doing. They can go over the hill but the same thing is happening there.

A premium outlet mall at the coast would attract visitors from the entire Bay Area and beyond. Find a way to reach those SF tourists, too. Market it right and make sure it stays upscale and doesn't become one of those dollar store dumps. Plenty of room for the dollar stores among all the vacancies in Pacifica.

An outlet mall was proposed for Pedro Point Shopping Center years back and the developers were quickly run out of town by the Pedro Point crowd.

Fashion Island Mall failed in San Mateo/Foster City because it was hard to get too. People found it too hard to get to from 92 and from surface streets and the mall was pretty much a ghost town till they came in and totaly redesigned it. When Home Depot came in the whole mall and area changed. Boom!

The Vacaville Mall has a stop for buses that bus people from senior center and someone was telling me some of the Thunder Valley and Cache Creek buses also run outlet mall shopping buses.

I think the success of the Surf Spot is a great indicator of what can happen in the quarry. We personally are enjoying the music that wisps down our street on the weekends. Really gives Pacifica a resort town feel.

Have your brown shirt, racial profiling cry babies put that together for you through your Gang of Four CoC.

If someone has an issue with the Shell station the person to call is the Code Enforcement officer at the Building/Planning Department.

The 3-minute "Public Comment" time that the Pacifica City Council enforces even at informal "study sessions" seems to just stifle much needed community participation and may actually increase tension, apprehension, conflict and distrust of the City Council itself.
I spent most of last Sunday at this very Pacifica City Council "Study Session" listening and learning what financial problems all of us here in Pacifica are now facing and how best the City can prioritize direction to staff given a very gloomy and restrictive financial forecast along with a deteriorating infrastructure.
My participation, along with only a very handful of others who gave their time to actively and eagerly hope to offer suggestions to the Council Members on an otherwise very warm and sunny Sunday, where given very little chance for any truly meaningful input within the Council's entrenched constraints of this timed "Three Minute Rule" underscored by the quite obvious animosity between Pacifica's incumbent Mayor and his recall proponent which were oh so very apparent. This dressing down by His Honor left what I felt was a very uncomfortable and disrespectful taint on the rest of the public's input following this very disagreeable verbal exchange. Inn all fairness Theresa had valid questions and the Mayor could have helped get her questions and concerns answered in due course through the Parliamentary device of simply asking that she simply direct her questions "Through the Chair". Indeed actually doing so might well have actually provided much needed civility, guidance and leadership into even future City Council's proceedings, critically need especially now when all relevant public input and participation is essential to securing information requested for nature of this purported "study" session in the first place.
Indeed even more information and much more openness is essential to solving Pacifica's long standing problems and information which should flow in a positive directions between the Council and the people they are sworn to serve. Limiting public input is obstructive anti-social self-defeating and typifies what I regard as dysfunction and quite possibly at the core of what really is what is needed to Fix Pacifica, Pacifica Council Members cannot fear the the people they serve. These continued limitations and narrow focus and cynicism of Pacifica's Mayor may have passed on a much needed alternative paradigm for a more successful Council-Public interaction as means for the City and our community to truly pull together to solve what should be perceived as challenge and opportunity for positive change and move beyond years of bickering which may well be holding Pacifica back to just suffer and moan but not solve by grasping at new opportunities and options the City may be overlooking.

Is there a tape somewhere? Wasn't someone doing a recap? The city or Pacifica Index? Wouldn't worry about Therese. She can go 10 rounds with council anytime. Polished her skills appearing at Board of Supervisor's meetings in RWC.

Hutch, You can't trust this City Council one tiny iota to fix things and that's a fact Jack, but watch what the Pacifica business community is doing right now to bring more revenue into the City, and I'm apart of several major promotional campaign both to bring sales dollars into Pacifica and to incentive and motivate us to "SHOP PACIFICA FIRST!"

Will you pledge to do that?

What I will advocate is for a better liaison between the City and the Business Community.
Start using the brains and talent of people here in Pacifica, like the amazing people I meet every day in my store, Pacific Passion where the old "Bearly Worn" Baby and Children's Store was, and stop waiting taxpayer dollars on all these outside consultant for studies the City Council tries to keep secret.

Damn it, we need OPEN GOVERNMENT here in Pacifica.

I really believe in a Democracy and hope you do to.

Unless I missed something, FMV government seems to have improved in communication and transparent during the past several years. Partial reasons: city administrative effort, insistence of our watchful citizens, website/internet communications. There are some blips, namely some monies slushed or seemingly not identified in the city budget, example the Comcast fund (or other monies received or spent not identified in detail).

Consultants? Interesting point, probably more consultants than we need. On the other hand, these professionals provide a neutrality, skill set and information that our laypeople do not have, (or if city, staff cost is deemed higher with less efficiency in house).

Are you actually advocating for more use of these expensive consultants at every turn? Why do we pay our city staff nice salaries and give them the kinds of benefits that no one in the private sector enjoys if we're then going to pay consultants to do all their work!?!
