Maybe the reason for a closed session is they are thinking this IS a labor issue or it might affect current union negotiations?

Inaccurate to suggest a closed session document is being withheld improperly. A contract negotiation, which this is, always has pre-decision material redacted. Origin of the contract docs, SSF or sheriff, also quite properly withhold their docs until the deal is completed for a discussion and council vote or is rejected.

Nothing to see here folks, other than speculation which is factually wrong.

Nothing illegal on this, yet. What is it about this council and senior staff that provokes so much mistrust? There's a few master-manipulator control-freaks among them, but what else is new? Wait for the numbers because they should be so good no one can hide or ignore them even in an election year. And as we get closer and closer to being another failed city, we need to keep this about the numbers.

Oh good. Thanks anon at 115. The doc isn't being withheld improperly, it's just being withheld. Some people object to that very thing and find it improper.

Hey,don't bark about council practice that is legal. Pacifica Council has withheld docs from closed session since the Ca Gov't Code allowed it maybe 25 years ago. Every city in calif does it.

Wanna change the behavior you think is improper?, call your legislative rep. or complain to council. Actually, Council can voluntarily release almost anything they want short of personnel matters, so write Council to release the outsource docs.
Or attend financing city service July 26 meeting and see the docs and presentations for yourself. And complain to them.

It's illegal that the agenda posting for closed session did not reveal the subject of the discussion and that a consultant would be present to discuss it.

It's illegal that this document is being discussed without previous public disclosure. This is not a labor negotiation, nor a personnel review, nor a real estate negotiation.

The contract attorney really FU, as the rest of the crew either wants to conceal, or is clueless.

By the way, if anyone wants to see this report, a Public Records Act request to the city clerk should do the trick. If they respond that there's "no responsive document", that's also illegal, as we know that this doc exists.

Rather an important subject to try and conceal/manage the message, eh? The outsourcing of the police department is a most important topic.

So according to helpful anon on 7/10, the city's handpicked puppet Financing committee will have the report on and probably before the 26th but the public has to dig around for it? If this is true, why isn't the report in the Trib or on the city's website? Patch? Redact where needed but this is not a labor negotiation. They just don't want to deal with the fall out and questions from that pesky old public. Lobotomies for everybody! That'll keep 'em quiet.

if you want to see the report then pay to see it. We will all find out soon enough and the council will make the decision and not the public. either pay to see it or wait for the report to come out but just shut up already.

anon1116, About the same time psychiatric nurses (that training gets used a lot), social workers, insurance agents, teachers, etc became city councilmembers charged with running a city of 40,000 with a budget of 25 million+/-. We the people! Ain't it grand?
