3.     PSD-890-14, PV-513-14, PE-160-15.  Construct a single 3-story, 3169 sq. ft. apartment building: 4 units on the top 2 floors and attached ground floor garage, 4009 Palmetto Avenue (APN 009-402-270). applicants David Blackman and Mike O'Connell.  Recommended action: approve as conditioned.
