Work Plan is not intended to be comprehensive of all work underway by
the City. Think of an “iceberg” - the projects and initiatives of
highest visibility and priority to the Council are those found above the
water line; the myriad other activities such as responding to 911
calls, issuing building permits, paying bills, filling potholes, hiring
