Candidate Questionnaire: Revenue generated from property taxes account for about 40% of our budget. What is your plan to expand our tax base?

The Pacifica Chamber of Commerce submitted 12 questions to each of the candidates for Pacifica City Council. Every week we will be posting two questions, and the answers from each of the candidates.

Question 7 : Revenue generated from property taxes account for about 40% of our budget. What is your plan to expand our tax base?

Karen Ervin - 4 Year Seat

In order to increase our property tax base we need to increase the value of our real estate.  In order to increase the value of our homes we need to offer a high quality of living to our citizens; well-maintained streets, parks and beaches, great public schools, public safety, social activities for citizens of all ages, an effective transportation system, and economic stability.  In order to provide these things we need a healthy revenue source, and this can be achieved with the development of vibrant, mixed use city centers, and by reducing the number of vacancies in currently existing shopping areas.

Mary Ann Nihart - 4 year Seat

I will continue to support infill development and home remodels as our economy improves.  I am very proud of the recent improvements made in the planning department. The streamlining and other continued advancements, including the eventual online accessibility of the permitting process, in the planning office will help property owners and builders not only complete new homes on empty lots, but provide easier answers to home remodels.  Supporting both sustainable building and remodeling will improve our property base.

Susan Vellone - 4 Year Seat

I plan to continue to be proactive in working with the Chamber to solicit business opportunities for the City and follow through with the Beatification task Force to provide more curb appeal for future businesses. A thriving community will attract investors.

Rich Campbell - 2 Year Seat

Streamline remodel requirements. This will increase property values. There is also room for some high density housing in key locations, e.g., SamTrans Park and Ride location in Linda Mar.

Victor Spano - 2 Year Seat

Expand Retail:  During early 1980s, there were 3 car dealers in town.  Our shopping centers were at capacity.  Sales Tax Dollars were flowing back to Pacifica and not anywhere else, available for reinvestment in our community.  We need to bring Retail back to Pacifica.  I see "Specialty Retail", whereas each retail location is a regional attraction, as a way to go.  I want to focus on stores that have high per sales ticket transactions, which in turn provide the most Sales Tax:  Bicycles, Computers, Baby, Wedding, are just a few examples.  A gentleman on Johnson Street suggested that Pacifica needs a Crafts Store, now that is a great idea.  We can incent new business to locate in our vacant shops with limited Business License, Building Permit and other temporary fee reductions.

Business Retention.  The Linda Mar Card Shop, Round Table, Straw Hat, and others have all closed in recent months.  We need to find troubled businesses and help them with technical assistance.  The Round Table could have downsized.  Or moved to less expensive space.  An Economic Development Staff person could work to identify such situations well before a shop is in danger of closing and point them to resources which might prevent losses of jobs for Pacificans.

Remove Obstacles in Building Permit and Planning Processes.  Economic Development Committee has worked with Building and Planning Departments to modernize and bring in technology.  However there is much to do which would streamline even further.  It has been mentioned more than once around town that we could benefit by improved Plan Checking, for example.  Each month delay for commercial and other projects means a delay in our city collecting property and/or sales taxes.

Gary Mondfrans - 2 Year Seat

Revenue from present housing stock may actually increase over the next 4-5 years due to factors relating to the housing market itself including a reversal of the downward spiral in housing prices as more and more people relocate t o Pacifica due to favorable housing prices--more houses will be sold resulting in higher assessed valuations overall.

What must be done in the interim is to encourage more businesses to fill retail commercial businesses with viable enterprises to bring in more retail-commercial revenue. Many of the larger vacant parcels may actually take years to develop into commercial revenue producers and a major increase in residential housing may actually cause an increase in school populations which both the elementary and high school districts may have problems absorbing. Neighborhood school sites have already been sold to meet short term economic goals and building new schools in this economy is fraught with problems.

Mike O'Neill - 2 Year Seat

The biggest source of revenue for Pacifica is property taxes.  Obviously the decline in property values is hitting the bottom line of Pacifica.  We must look at all sources of revenue and stabilize the City finances to move forward.  We must expand the business tax base and increase our hotel tax and sales tax revenue.  The short term will be very difficult to achieve as we are all suffering from the drop in income.  Our tax base will increase if we can show ourselves to be a well managed and sustainable City that can provide for its citizens.

How bout a brothel?

A 10% bootie tax.

The city would make more money then a toll booth!

We could have had a casino on Mori Point but the noby's shot that down in the 80's. Casinos are cash cows for cities. We would be set like Colma and San Bruno.

Yes, the city should get in the business of gambling, prostitution, and drugs. We could have pot farms in all that unproductive open space. And consider being an arms dealer.

Ian shilled for the pot store!

So last night at council Tod S. ripped Sneaky Pete apart. Told him he did nothing but bankrupt the city in the last 16 years.

And you people want to be on this council?

Two of the candidates have proven to be mentally unstable and unelectable.

Just think what Tod will do. To Campbell. I want the smackdown! Campbell v. Schlesinger 2013. The Rumble in the Quarry! Go Richie!

ABC=Anyone but Campbell

This guy is Vreeland 2.0.

Big ego, smug, arrogant, conceded.

Didn't you read the memo. Nancy Hall, says that isn't how Pacifica.

We have to be broke, bankrupt with broken down roads.

This is how Pacifica lives.

Anon 11:04. Talking about yourself? Are you looking in the mirror? So you know Mr. Campbell personally? You have had in depth conversations with him? How did you reach your conclusion?

a casino... How foolish were we? How much nicer it would be to drive out to Mori Point and play blackjack all day long while looking at the fog or in this day the Ocean.....Much better than running or walking or riding your bike. Probably a bit healthier too... You can get hurt exercising.

He threw a peanut butter and jelly sandwich at the school board. I can see this expanding to apples, oranges, grapefruit and BLT's.

Yeah 1246. I have had the opportunity to talk to Mr. Campbell and did not find him anything like you say. I am not in lock step with him on every position, but he listened and did not come off as arrogant or smug

Anonymous said...

Campbell is reasonable, intelligent, well-spoken. I don't agree with him on quite a few things but I don't need to demonize him or his viewpoints or belittle him. I just won't vote for him.
All you attack dogs do know you have a choice, right? You do vote, don't you?

Here's what the Sierra Club just said about Rich Campbell. The same Sierra club that wanted to shut down the golf course, the Quarry and highway 1 improvements. If you don't think he'll delay our progress like Vreeland, Dejarnett and Digre did then think again.

"Rich's resume looks like something Sierra Club might have crafted if we were trying to conjure a 'dream' candidate with impeccable green credentials. Rich is an environmental attorney who began his career working with Sierra Club Legal Defense Fund (now Earthjustice), and [who] works today for the Environmental Protection Agency." (The Loma Prietan, Sierra Club Peninsula chapter newspaper, October 2012)"

I think we have a few brothels. And come to think of it a pot store. I don't see any harm.

Anonymous said...

Campbell is going to win. Get used to it. Pacificans will split their votes among the others instead of getting behind O'Neill who is the only one with a shot at beating Campbell. Then watch Campbell teach the yokels how to derail an agenda without a majority.

Preaching to the choir Hutch.

Good to see Campbell would be a change for the same!

@538 what!! brothels? i thought only the taxpayer's in Pacifica paid to get screwed. get nihart out there on another walk-about town with the police chief and of course the photog. say cheese girls.

What's the Sierra Club's position on brothels and pot stores?

Anonymous said...

@627 no plastic hags

Remember Vreeland, put Campbell on the Planning Commission to stack the deck against Peebles.

well pot's green and your weenie will be too

Anonymous said...

@724 Really? Did the planning commission even sit in on that game? It was the voters who sent Peebles packing and he's probably still thanking them in his prayers.

Anonymous said...

He made about 7m less election/promotion fees. I think he is happy. He bought it for 7.5 and got a loan for 15. Nice

Anonymous said...

Peebles only bets on sure things. He certainly knew the risk and made sure he'd make money whether or not anything got built in the quarry. Take the cash and leave the locals snarling and snapping in the dust. Brilliant exit strategy.

7:59 Loeb? Your the person who started the hippie movement in Pacifica. And the destruction and upcoming bankruptcy. You and your fellow tires.

Anonymous said...

@947 I'm almost afraid to ask, but what do you mean "You and your fellow tires."?

Anonymous said...

Tires? WTF does that mean?

Anonymous said...

iphone auto correct.

Don't have a clue how it turned hippies into tires

Grimm met with Cecilia Quick after Measure L failed to pass. Then he said he did not want to meet with her any more. So he met with Vreeland and Lancelle, who wanted Peebles to go back to square 1 and work through the process again. so yeah, this above is a nobie lie.

Peebles said he'd build all commercial if Measure L failed. Peebles lied.

Todd Bray posting annon once again

Anonymous said...

@651 The facts remain that the Planning Commission did not hear or discuss any Peebles project and the voters did reject measure L. The rest of your statement is your own interpretation of events and decisions you were not privy to. You simply don't know.

Anonymous said...

Let's talk brothels.

Anonymous said...

Anonsaid "voters did reject measure L"

Barely dude, barely. If that vote was held now it would pass. People are sick of dirty hippies. Loeb lied - Pacifica Died.

Anonymous said...

I know, dude, reality is a bitch. Measure L lost. Peebles got lucky. Pacifica is broke and clueless. The quarry is going to be a dog park for a long, long, long time.

Brothels, dude, brothels. And a cardroom. Strip joint. The new Palmetto. It even sounds like a red-light district.

Anonymous said...

Hey dudes. Did you ever think how Pacifica might not be broke if Peebles had built here? Maybe you wouldn't be worrying about the potholes. Campbell is a vote for the same old same old. Look who has his signs up. Being endorsed by the Sierra Club is a no growth mentality.

Anonymous said...

Dude! Growth, no-growth means nada these days because no one is remotely interested in building anything of fiscal importance in this dying town. And we're spending money as if we have it. And we continue to kick every tough decision down the road because they're controversial and it's an election year. Wait til the next state and county cuts hit. Woohoo. We're electing a bunch of pallbearers. Save yourselves.

Anonymous said...

@406 Yeah, right, because quarry development would be magically immune to the Great Recession. Businesses therein would magically thrive and miraculously not cause our other small businesses to close. Homes therein would magically increase in value, no owners would default due to job loss or equity loss, excess inventory would not drive down prices. And the Good Ship Lollipop would drop anchor just off Nick's. Your cabin is ready!

Anonymous said...

Please use "therein" two more times and you will qualify for a free hot dog.

Anonymous said...

Are you high? That's typical NOBY reasoning. We're in the middle of one of the biggest building booms in years. All the apartments built are full and even Pacifica housing and rental prices have shot up in the last year.

Anonymous said...

Wow, you definitely got hold of the good stuff. Gone! Biggest building boom in years? Not here. And that's what we're talking about. Here in Pacifica we're still in the crapper. Home values down 30-35% creeping up very slowly and no guarantee the upstick isn't just a summer blip. Everyone holding their breath for the Prez elections. We're not SF or Silicon Valley or even the peninsula corridor with their low-income and mixed use projects. We're no one's destination. We're broke and it's going to get a lot worse. Reality.

Anonymous said...

836anon seems to have a problem with reasoning. True believer.

I think building single fam houses is dead for a long time here. Other than onesies and twosies. Plenty of inventory as people who hung on finally can move on. But why aren't we seeing apts built here? Seems like perfect fit for lowend Pacifica. New businesses? Gotta be crazy to try here.
