3.   Proclamation confirming a local emergency, Pacifica coastline, Westline Drive to end of Beach Blvd, report.  a)  proclamation, attachment 1, 1/22/16. b)  photographs, attachment 2, 11/5/16. 
4.    Resolution (pdf pages 5) supporting the "Home for All"  San Mateo County initiative, addressing the regional housing crisis.  
5.   Authorize continued Keyser Marston Associates (KMA) real estate/financial advisory consultant services and expertise for the public/private contract negotiation phase to develop 2212 Beach Blvd hotel project, $50,000 (total contract $100,000).  Report,  a)  second amendment (FY 2016-17, b)  first amendment, FY 2015-16.
6.    Resolution (pdf pages 7) to file an application for One Bay Area Grant (OBAG2), FY 2017-18 for projects 1) City pavement rehabilitation, Palmetto sidewalk, 3) Citywide curb ramps. a) attachment 1, Palmetto Sidewalk Project, b) attachment 2, OBAG2 Curb Ramp Project. The City is committed to any required matching funds. 
7.    Planning Commission consultant expertise service contract amendments for several outstanding projects, $300,000 (included in the FY 2016-17 Planning Budget, reimbursement by project applicants, no net fiscal impact).  Report.  a)  Active Planning Applications List, b)  first amendment to CSA - Raney Planning & Management, Inc, c)  first amendment, M-Group, d)  existing Raney PMC services agreement, e)  existing M-Group services agreement. 
8.    WRA, Inc. environmental review consultant, 801 Fassler Avenue, first amendment (proposed 24 condominium units), $21,862.50 total cost paid by applicants, no financial impact to the City.  Report, a) first Amendment. 
9.    Adopt general staff vacancy policy:  wait until retirement or separation occurs, and not temporarily fill extended leave. Report,  a)  Proposed administrative overhire policy.
10.   Resolution, (pdf pages 4) adopt management employees contract, 11/14/16-6/30/18, Teamsters Local 350.  a)  Memorandum of Understanding, (MOU), pdf pages 56:  5% salary increase each year, 1/16; 1/17/1/18.
