Problem on the beach including trashing, and what to do

What to do if you see a problem on the beach including trashing, (from a conversation with Parks, Beaches and Recreation).  
Daytime: non-emergency, call PB&R (650) 738-7381, or Public Works (650) 738-3760 (Public Works is in charge of Rangers). 
Off hours: non-emergency, call Pacifica Police (650) 738-7314; if emergency call 911.

"For the past two days, Linda Mar Beach had two big crowds of college kids, I'm suspecting it was a frat and a sorority, hanging out all day.  After the group left, there was a huge pile of trash that they left, disgusting. I would love to find out the college they are from and send a not of 'thanks' to their president.

At first I thought it might be local high school kids, but almost all of the ladies were wearing the new exposed butt bikinis, too new for that many high school kids to be able to afford.  I really thought young people nowadays respected public areas. Guess not!"
