Item 12, annual sewer rate ritual fulfilled
Closed Session, 6 PM
1).    CA government code 54956.9(b). Conference with legal counsel - anticipated litigation. Significant exposure to litigation. One potential case.   
2).    CA government code 54956.8.  Conference with real property negotiator, price and terms of payment. Agency negotiator: Stephen Rhodes. Property APN 023-073-050 and 080. Negotiating parties: City of Pacifica and Dave Colt.
3).     CA government code 54956.9(d) (2).  Conference with legal counsel anticipating significant exposure to litigation, one potential case. 
4).     CA government code 54957.6.  Conference with labor negotiator: Agency negotiator: Ann Ritzma. Consent Calendar 
1.     Approval of disbursements, 4/1/13-5/3/13, fiscal year 2012-13.  Staff Report Printout
2.     Approval of  Minutes of April 22, 2013.
3.     Continuing 4/12/10 local cliff erosion, supporting revetment emergency, 380 and 400 Esplanade Avenue. 
4.     Child care service rental space agreement with Pacifica School District,school year 2013/14, amount $142,272. 
5.     Authorization to advertise bids for  Pacifica State Beach Parking lots slurry seal and striping project. 
Item  13, Open Space and GGNRA merge
6.     Renewal of general lease with California State Lands Commission (Leasor) for existing rock revetment, 500 block of Esplanade, $3,000 minimum expense deposit.
7.     Approve/adjust 2212 Beach Blvd lot line encroachment between and 2256 Palmetto (96 sq. ft, $7,776.63) and  2260 Palmetto (80 sq ft, $5,515.34), total value $13,291.97 compensation paid to city.
8.     Mayor response to Grand Jury Report, "Water Recycling.."  No direct role, not applicable.  
9.     Approve grant agreement for Pacifica Memorial Pier from National Fish and Wildlife Foundation, $250,000.
10.   Approve purchase of a Caterpillar Skid Steer 246C tractor with asphalt grinder attachment, $69,423.14. $37,341.33 was previously set aside for a Ford F-150 crew Fire Department cab. An additional budget of $37,000 is required, Fund 72, Motor Pool Replacement Fund.
11.    Award for the inspection and construction for the 500 Esplanade Storm Drain Outfall Project to Ranger Pipeline, Inc. 
Public Hearing
12.    Annual sewer rate ordinance, 25 protest letters, 50%+1 required to be effective.  12,920 parcels, 6,461 protests needed to affect policy.  
Consideration
13.    Proposed ordinance change, resolution to combine the function of the Open Space Advisory Committee and a Golden Gate Natural Areas Advisory Committee into one committee called the "Natural and other areas advisory committee," (7 members).
14.    Amending Municipal code clarifying designation of  beachs, beach parking areas, parks and min-parks.
15.    Appointment to the City Selection Committee and by the San Mateo Council of Cities. Letter of interest, request for appointment from Richard Garbarino (City Councilmember, South San Francisco).
16.    Award sewer collection system rehabilitation and replacement projects contract to Ranger Pipes, Inc, $1,347,755.

What a laughable way to protest sewer fee or garbage increases. YOU have to write a protest letter and figure out where it goes. There should be a free postage paid card on your water or garbage bill. Bet you'd get a lot more than 25. But of course they don't want a real sampling of how people feel.

They get about 100 to 200 at the very most and Ritzma laughs her way to the next increase and she states it goes down in flames.

Talk about the odds stacked for the house.

so it looks like the city had to pay a $265,000 dollar fine to the Water Board.

Why would the water or garbage company put a postage paid envelope in the bill to protest their increase? Not to logical anon 8:01PM

Might sound illogical but that's exactly what some water districts, and similar entities provide. Might up the number of responses, but probably not enough to stop the rate increase. Most folks are semi-conscious.

This time people are really missing the boat because the protest covers four years of fee increases.

And I predict they will get between 100-200 protest letters and Ritzma will laugh all the way till the increase $ starts rolling in.
