Grand Jury report on recent outsourcing of police services

The Daily Journal/Michelle Durand, 7/26/13.  "Grand jury lauds Sheriff's Office contracting."

 Police services vs. sheriff services
in San Mateo County
"The outsourcing of police service by three San Mateo County cities to the Sheriff’s Office was a smart move that saved significant money while maintaining or even bolstering services, according to the civil grand jury which recommends the contracts continue.

In the report “Cash strapped cities that hired the sheriff ... Is it working?” the grand jury concluded that San Carlos, Millbrae and Half Moon Bay have all improved by handing over their public safety services to the Sheriff’s Office.

.... Half Moon Bay’s $2.3 million contract saved it approximately $500,000, Millbrae’s $5 million contract saved $532,000 and San Carlos’ $7 million contract saved about $2 million, according to the report."  Read article.

"... the sheriff's department made an offer to Pacifica last year which was ultimately declined..."

Hmm, might be time to revisit that offer. I know it's anunpopular idea with many, but tough times call for tough measures. I believe a lot of us do realize that these are very, very tough times.

Here's a link to the actual Grand Jury report http://www.sanmateocourt.org/documents/grand_jury/2012/policing_services.pdf

Funny, this has been great for every other city.

You think the Tribune will print any of this? No.

Mary Ann, thought more about her political career here in Pacifica vs the 40,000 residents and taxpayers in town.

I say, vote her out!

Your Grand Jury Report link has been added to the article, Anonymous 3:10 PM. Original source information is always preferred. Thank you!

Whew! We sure side-stepped that landmine. Still got our cops and the senior officers all have those really big "I work for the City" grins. How do you think they feel about this UUT tax? Pays to have friends on council.

343 that's pretty much it. very ambitious lady. very careful.

@ 402 Our PD would rather go to the sheriff. More job security, better pay and benefits. By not outsourcing we are almost certainly going to have layoffs when the UUT tax fails.

Our council is doing them no favors by playing a shell game with outsourcing.

Remember the sheriff's bid. The proposal that city council hid from the public and had the city attorney order the study. Remember to vote these rascals all out of office.

They are just as devious and secretive as previous city councils.

No one over the hill wants any of our local yokels on the board of supervisors.

Mary Ann doesn't realize people are tired of her dog and pony show.

Lower ranks would probably prefer jobs with the SMC Sheriff's Dept. The upper ranks, not so much. Their deal here is just too good. We will regret letting that proposal die. And now look where these same two council members have taken us. Another tax. Well duh. Sure, there's got to be another tax. Stone said there'd be no more cuts. As if. Couple of bobble-heads running the town. One speaks and the other bobbles. Take turns.

Write letters about this people. Let them know how you feel.

Stone Cold Len, also promised to stream line the permit process. What has he done about stream lining the permit process, not a thing.

"Vote her out"? She's in until 2016. And if she chooses to run again then, she'll probably get elected because she has the advantage of being an incumbent. She could be there until 2020, if she wants to.

Total recall. Throw all the bums out.

Interesting that council dillys and dallys for almost a year with contracting out, get's a report, doesn't release it saying it was only a power point, pays the consultant to print one up, then shelves it and says no one can see it since it is client attorney privledged. Puts it away for a year to continue negotiations wit the cops. Of course, now we HAVE to have a new tax or we will all surely perish. Coincidence? I think not. Continue negotiations with employees. How long have they been at it, years? Maybe they are waiting this out to get a big influx of tax money to finally give everyone the raises they have been wanting for the last year plus. Call me cynical but don't call me wrong.

Don't forget that council did this all by themselves. No public discussion at all. Why? Was their some agreement with the unions to keep the dreaded outsourcing off the table during those negotiations? Wow! That sure worked well. Or was it political dynamite in an election year? Probably both. And here we are with a tax measure that will probably pass due to the sneaky, underhanded way it's been financed and handled. Sneaky is a word that has come to describe this council, or rather, our little mini-council of two. Their fingerprints and m.o. are all over both the outsourcing debacle and this UUT scam. What's next? And we have a new city manager coming on board to do their bidding. Oh, I bet, the job requirements are a doozy.
