So much for transparency in government. Looks like they are picking a city manager in secret and all deliberations are in closed session! Why can't the public hear what the job description is and what the duties will be for the next CM? It would be nice to get someone with experience at a management position of city government. How about someone who can finish the unfinished projects that we have here.
Really, secret meetings! Is the council majority afraid we might not agree on their handpicked CM?

a closed door deal on city manager-- no community discussion as to what experience is required, what issues CM should focus on. Council did not even advertise for a permanent manager....so who applied?? why interview for interim and permanent in same meeting?

The agenda item says "1. Pursuant to Government Code, Section 54957. Public Employee Appointment. Position title: Interim City Manager." If you can read, it's for appointment of an interim city manager. All personnel decisions are done in closed session, as it says "Pursuant to Government Code, Section 54957." For your convenience, it's below.

TITLE 5. LOCAL AGENCIES [50001 - 57550] ( Title 5 added by Stats. 1949, Ch. 81. )
DIVISION 2. CITIES, COUNTIES, AND OTHER AGENCIES [53000 - 55821] ( Division 2 added by Stats. 1949, Ch. 81. )
PART 1. POWERS AND DUTIES COMMON TO CITIES, COUNTIES, AND OTHER AGENCIES [53000 - 54999.7] ( Part 1 added by Stats. 1949, Ch. 81. )
CHAPTER 9. Meetings [54950 - 54963] ( Chapter 9 added by Stats. 1953, Ch. 1588. )
54957. (b) (1) Subject to paragraph (2), this chapter shall not be construed to prevent the legislative body of a local agency from holding closed sessions during a regular or special meeting to consider the appointment, employment, evaluation of performance, discipline, or dismissal of a public employee or to hear complaints or charges brought against the employee by another person or employee unless the employee requests a public session.

Article updated with a Find Law link, including any discussion within CA code guidelines regarding an Interim City Manager and City Manager. Thanks 119-- also 1154, 1151.

this community has a tradition of open discussion & engagement. City manager positions have been discussed in open council session over required qualification, what the recruiter looks for, where the position has been advertised and what Pacifica issues new city manager should have some background in. For this appointment, we have zero. They could hire a new manager who doesn't even know we have a golf course.. Even John Keener came to my door with a flyer that said this " end the hidden backroom decision making" !! Maybe council can think a little harder on making this discussion open.

Anonymous said...

What difference does it make? If it's a good manager the NOBY's will run him/her out of town.
If it's a bad manager they'll leave when they find more money somewhere else.
Face it folks, as long as the NOBY nuts rule, Pacifica will always be a day late and a dollar short.

I'm so glad we have braniacs on this site. Maybe that was the famous Bohner, protector of all nobies posting such riveting quotes.
And
Since when is having a discussion, open and transparent, about what council wants to see in a new city manager a violation of anybody's privacy?

Anonymous said...

Nobody said a discussion about what council wants in a city manager is a violation of privacy. Jeez, the reading comprehension around here is in the negative numbers. You're reading things that aren't there.

Anonymous said...

so let's figure our open government gang of keener etc lock up the un-advertised appointment without public input on years experience, subject matter understanding, knowledge of key issues facing town over next 3 years. Keener and gang pitch job to a friend? On the job training while managing a 50 million dollar budget?? is council listening??

Paranoia Paul said...

What if King Keener and Dame Deirdre decide to appoint Bohner as CM behind closed doors as a reward for all his great work in screwing up Pacifica. It's happened before. Remember the Friend of Pacifica (oxymoronic) purge in the 80's!

If any or all of you wish to tell Council what you want/need in a City Manager go to the meeting and speak at public comments before they go into the closed door session.

Peter Loeb, for city manager. He and his goons have been running Pacifica for 35+ years.

nite nite Pacifica said...

11:08 Good idea. It's only fitting that after 30 years of faux-enviro destruction that this group of know-it-alls owns the final fall of Pacifica. When the county finally takes over and starts ramming through common sense agendas, developments and fixes it will be fun to watch these morons twist in the wind and try to blame realtors and developers for their failures. What a pathetic group.

Anonymous said...

I could go speak before the closed session but I want to hear council's wish list of skills they would like to see in a new CM. As for the county taking us over when we BK just see Vallejo or Stockton. They have assets and their counties didn't want them so what makes you think ours would want a broken down, dysfunctional town to drain their resources!
Why doesn't the council just quit bum-rushing this thing and have an informal study session to cover the attributes Pacifica needs in a new CM. What's the big secret?

Anonymous said...

This is a last minute sham.. I prefer a noticed council meeting where voters can voice their opinion on the full range of issues the new manager must address. Plus experience. Do we want someone with 15 years + experience, or someone walking in the door? I would like to see an analysis in the newspaper of what is involved. I do not want to accept the lowest denominator.

So this is how this council majority will govern. That's sad. You all talk a good game but you're nothing but a trio of dirty politicians. Digre, for all your talk about transparency where are you on this. If you go along with this it's counter to everything you've purported to support over these so many years. Sad

Sayonara Pacifica said...

Sue Digre gets a pass. It's almost impossible for a moron to be a hypocrite. On the other hand Commandant Keener and frau Martin are absolutely up to their necks in political hijinx and unethical manipulations with their puppet masters.
Pacifica is done. These clowns are out of good faith and more importantly our tax dollars.

Steve Sinai said...

As evidenced by Martin and her supporters' refusal to allow Pacifica voters to choose who's on City Council, it shouldn't be a surprise that she's not interested in hearing the public's concerns on any issue.

Anonymous said...

Bohner, Loeb, and Hall as co-city managers! That way we get an illegal diesel plant, Hwy 1 goes to one lane, and Pacifica can sue itself. Win-win.

Someone sent in a comment denying Nihart was precluded from running for Council. It was in the spam folder, and I accidentally hit "delete" instead of the "not spam" button. If the author wants to resubmit it, please do so.

CWR said...

Vi Gotelli & Barbara Carr now more then ever.......A shame they've moved on to the next world.

Anonymous said...

It wasn't me who sent in a comment, but it is true that Nihart was not precluded from running. She said she could have stayed in the race and successfully fought off any ruling against her but it would cost her about $20,000. The strategy was to officially withdraw from the race and then when she was one of the top 2 vote getters, she would be appointed. It almost worked. But close is only good in horseshoes and grenades.

12:01, we are enjoying the fruits of the last election and the machinations of the nobies to put an illegitimate candidate on council. They wasted no time in making decisions and vetting city manager qualities in public and they have done no out reach to see what the market holds. Why the secrecy?! Only one reason and that is to deny any public input on the process. Shameless.

Sayonara Pacifica said...

The current political situation in Pacifica is NIRVANA for the NOBY's. They are all experiencing orgasms knowing that they now have total control of Pacifica's future.
My hat's off to this immoral group of faux-enviros for successfully pulling off this coup.
Thank God KARMA is real. These hypocrites and Trump will all get their due.

Anonymous said...

Hey 3:44 - I have a hypothetical for you: What if Trump were on the Pacifica City Council? How do you think he would vote on the various issues that seem important to you (e.g., Quarry and old sewer plant zoning/development, library, infrastructure)? Let's see what kind of "hypocrite" you are. C'mon, surprise me.

Sayonara Pacifica said...

Trump is a totally narcissistic, exploitative con man with no ethical core.
He would vote any way the prevailing wind would blow as long as it benefited him.
This is exactly the same way the faux-enviro NOBY's manipulated the council election.
They are self serving mob thinkers who do not care who they hurt and will do anything to get their way.
Surprised?

Sayonara Pacifica said...

Oh yeah and another thing: Trump thinks he's the smartest guy in the room, just like the faux-enviro NOBY's.

Anonymous said...

So Sayonara Pacifica, since the "NOBYs" are going to destroy Pacifica and Trump, the rest of the country, probably a good idea for you to relocate that love machine of yours. I understand that the condos in Chechnya are quite a bargain these days. I'm pretty sure I can find you some help with the moving expenses. Dasvidaniya, comrade.

P.S. You might want to consider changing your handle to "Chicken Little".

@Steve Sinai- Why was the comment you deleted in your spam folder in the first place?

Kathy Meeh (stuff may happen when a comment is worthy of spam) said...

950, the comment was whacked and inappropriate. I put it there where it belonged.

Steve sometime saves such unfortunate, borderline comments. When that happens, it's your "good luck". Take your chances with such questionable comment text, or next time try harder to be coherent and civil.
In spam, the delete button is next to approval, easy error.
This time I might only wish the error had been mine-- but no, oh well, the comment was not worthy of removal from spam.

Kathy, You seem so upset since Trump won!

Anyone know what transpired yesterday in council's "secret" 7 hour meeting?

Sayonara Pacifica said...

Happy to take your moving expense money. How much you got?

Anonymous said...

Kathy, there was nothing in that comment that you haven't posted dozens of times before (e.g., FOX News, tea-baggers, general sarcasm). The only reason you spammed it was that it didn't support your opinion of what happened with respect to Mary Ann, the SMCDCC and the last election. Just more proof of your intolerance for opinions contrary to your own.

So surprise me and don't spam this one.

Kathy Meeh (boohoo bad anonymous widget) said...

519, the spammed comment you refer to breached reality, and insulted this blog, and most blog readers.
There is opinion based on rational thinking, and there is nuts. Your comment resembled the latter.

Interesting how so may other excellent, informative and also borderline comments have all been posted here, but FMV your irregular comment didn't qualify.
As for "intolerance" against your twisted BS? Well.... (do better).
