CA government code 54957.6.  Conference with labor negotiator. Agency negotiator, Glen Berkheimer.  Unions:  Firefighters Local 2400, Battalion Chiefs Local 856, Department Directors Local 350. Consent Calendar
1.     Approval of  disbursements, fiscal year (FY) 2013-14, 5/16/14-5/22/14.
2.     Approval of  City Council Minutes, 5/27/14. 
3.     Continue 4/7/10 proclamation of a local emergency due to 380 and 400 Esplanade Avenue cliff erosion.  Photos 6/3/14.
4.     Linda Mar Boulevard Pavement Rehabilitation Project (Linda Mar Blvd from Highway 1 to Adobe only), advertise sealed bids, 2014/15. Funding from Surface Transportation Act funding to the states, administered by Caltrans.  Staff report.
5.     Eisenberg, Olivieri and Associates, Inc., consultant agreement amendment 1, with San Mateo County to develop the San Pedro Creek at Pacifica State Beach Total Maximum Daily Load (TMDL) Best Management Practice Implementation Plan (bacteria monitoring), total cost $38,400, ($14,400 from NPDES Fund 16, $14,400 from Sewer Charge, Fund 18, $9,600 from the County of San Mateo).  Staff report.

Public Hearings
6.      Appellant asserts that the 2014-19 Capital Improvement Program (CIP) is not consistent with the general plan, including 1) Calera Parkway Highway 1 project, 2) findings of the Planning Commission are inadequate, case reference: Topanga Assn. for a Scenic Community v. County of Los Angeles, 11 Cal. 3d 506 (1974),  3) decision is inaccurate and incomplete. Staff recommendation: deny the appeal, and sustain the Planning Commissions findings.  Summary and Resolution (13 pages, pdf).
7.      Resolution adopting the City of Pacifica 2014-19 Capital Improvement Program (CIP) as consistent with the General Plan.  Summary and Resolution (5 pages, pdf).
8.     Approve the annual report from the Pacifica Hotel Business Improvement District (BID), FY 2014-15 (same as rates levied in FY 2013-14, no change).  Summary and Resolution (4 pages, pdf).
9.     Budget, FY 2014-15.  Other Funds, including Waste Water Treatment Department, Reserve status. Capital Improvement Program (CIP) including Capital Budget, Fee increases. And whether or not to fund four (4) community service organizations (Non-government Organizations, NGOs). Implementation of interfund loan between the Sewer Facility Construction Fund and the General Fund (pension obligation bond payments). Read the budget item. For the first time that I can remember, the true financial picture of Pacifica is starting to emerge.
How or why we got to this point is ripe for conjecture. The fact we got here is a case of past councils not paying attention to what staff was or wasn't doing. I'm not implying any funny business, just lack of oversight. This lands squarely in Digre's lap. She needs to be asked what she had been looking at that made her think finances were all hunky dory. I won't name past council members that I believe are just as culpable, but it's left to this council to straighten this mess out. Good luck.

It's past time for Sue Digre to go. And we definitely don't need NIMBY, pro-tax, no growth, gang-of-no'ers like Cindy Abbott or John Keener taking her place. Or people who were for Measure V and are against highway modernization.

Tinfow's been turning over rocks. Nobody is going to blame her for this mess! The city apparently has made a disaster of its interfund lending. For a really long time. And who knew you can't really just rob Peter to repay Paul the money you loaned to Jeff because some funds don't mingle. As Tinfow points out, interfund lending is normal (afterall, she's recommending the sewer fund loan to cover the pension bond obligation for public safety employees), but you're supposed to keep track of the transactions and have a documented repayment plan (a public document). Oops. We're short a few public documents and the funds look picked over.

In this 4 million dollar tale of woe, who can fail to be tickled by the accidental transfer in Nov 2012 of $308,000 to the State of CA from our Fund 25 (Parking In-lieu fees)? Weren't there whispers about this late last year? The money was mis-identified as RDA funds and away it went. Tinfow dryly states that staff is asking for a refund. Fat chance--just add it to the 2.5 million RDA bag the State left us holding for an interfund loan from the GF to the RDA way back when.

Be of good cheer. The interfund mess does not have to be fixed immediately. It can be an installment plan. Tinfow will come up with one in a few months with input from a financial expert she'll engage to make sure all is done legally and correctly. It will then be up to this council to
genuinely distinguish itself from those who have gone before by actually taking the very bitter medicine required to cure Pacifica. At least the treatment is being done in public this time.

Tinfow is my candidate for Man/Woman of the Year. The accounting is basic, but the attitude is a breath of fresh air. Fingers-crossed the politicians don't get cold feet.

How can the city of Pacifica be the lead agency on the highway 1 over Pedro Creek and not be the lead agency on Highway 1 repairs to Rockaway and Vallemar?

There should be a required aptitude given before any candidate is allowed to run for office. Particular emphasis should be given on the ability to balance a checkbook and be able to decipher a simple budget spreadsheet.

If the people this town has elected over the last twenty years or so were as free wheeling with their own money as they have been with City funds, by all rights they should be homeless by now.

Budget Item: Parking Enterprise Fund.

This sounds a bit ominous. Is it a plan over and above the Beach Parking Fee plan? Will we see parking meters in the Linda Mar and Manor centers?

Will the new Highway One corridor become a toll road? Will that dreaded day finally arrive, God forbid, when I will have to feed a meter in front of my own house?

Sorry 1259 but even though I don't agree with this city council on everything they are a million times better than the nimby loving, trail building, business killing council of Vreeland, Dejarnett, Digre and Lancelle.

Do you think any of THEM would be in favor of the highway widening? Hell no. Do you think any of them would take power from environmental groups? No. We now have a majority of pro business, pro development council people who for the first time in 20 years don't have their heads up the gang of no's ass. Sue is the one remaining vestige of the failed "the environment is our economy" failed cult.

We have to make sure Abbott and Costello are only on the comedy channel not PCTV.

Why in the revised budget 13-14 did the PD get an additional $130,000?

I don't see anything earth shattering in this. Am I missing something?

I don't see where this bunch is an improvement over the previous. The rhetoric isn't even very different, and, years later, the results are the same...no growth, no economic development, inept. Maybe it's just comforting to say, look, we've changed things by electing these people. They're ours and they're better. It's the kind of support-by-default that politicians pray for. They also pray some judge or the CCC saves them from having to vote on the highway. Candles are being lit.

Tell the council the truth, the message they do not want to hear and they try to ban you.

Again 1101 & 615, try to pay attention. I don't think this council is perfect but they are a million times better than the Pete, Jim, Sue & Julie nimby lovers club.



If you think our current council is the same you are out of touch. They have only had a majority for 18 months. In that time they have restructured the planning commission, moved forward on highway widening, streamlined approval process. Taken power from environmental commissions.

Can they do more? Hell yes.

Do you think any of the OLD council would be in favor of the highway widening? Hell no. Do you think any of them would take power from environmental groups? Sue Digre is front and center of this financial melt down. She coulnd't read a budget if it was written in color crayon. That's a little harsh but i'm a little pissed. People have been pointing out the discrepicies in our budget process for years yet the "Gang of No" have manipulated their council picks seemlngly at will. Any person that runs that has any affilition with the gang of no should be soundly defeated. It's going to take years to dig Pacifica out of this mess.

Hutch, you are desperate. You focus on stereotypes instead of performance. Nothing has been done to make Pacifica self-sufficient. The crumbs you list are meaningless if council can't deliver economic development. And there's nothing to indicate they're more than rhetorically in favor of what that would take. They tossed you a political crumb and you think it matters. They've been a huge waste of time. And that pro growth majority you think you see could disappear with every election.

Our City Manager in her latest budget report discloses that an inter-fund loan in the amount of $2.2 million was never repaid. I hope everyone understand why I have trouble believing that borrowing $2.1 million from the sewer fund is a good idea.

Hutch, those are your facts? Council tossed you some bones. No meat. And they've had plenty of time. Years. Your so-called facts are window dressing. For example, they dump Langille and Clifford and speed up the paper flow. Crowd pleaser, but so what? The PC still has nothing to do, no development of any consequence. No economic development director. And, there's a message in there about which ideology is still in power in Pacifica.
When results are scarce it's easy to fall into the trap of comparing your preferred group to their predecessors and settling for mediocrity, or worse. We all want to feel the people we chose can't fail. Voters do that all the time with incumbents. Results are the only thing that should count and this council has produced none of any real importance.

728, "bones, no meat" is your incomplete conclusion.? Sometimes its what you don't get that's also important. Recently Councilmember Sue Digre attempted to pass through a motion, setting-up city mediation intended to kill highway 1 widening. Stuff like that. The anti-progress crowd are busy in this city.

612, Bob Hutchinson and Tom Clifford who post comments here are the caliber of candidates who would put this city on "fast track", as would Tod Schlesinger.

BTW, recently there was a dust-up on Nextdoor. Problem resolved, but all people who posted comments there used their names. Posting by name is required on Nextdoor, and seemingly that did not slow down comments, which were pretty complete, and less idiotic than some of the unfortunate anonymous comments here, right 612?

Kathy, thanks for reminding me about what I guess was council's firm, unequivocal stand for the highway widening. I recall the discussion as something more of a cliffhanger than you, but yes they did manage to stop Ms. Digre. Well, actually, she helped them. If the widening ever takes place, we can look back and identify the truly pivotal moments.

308 It would not require a financial genius to know what was going on. A pair of ears would do. Nihart's smart and she's been there six years. I don't believe she knew how bad things would become during and after the recession, but I doubt she ran without some pretty good insight into the financials. A look at the books was probably first on her agenda. Must have been a sobering moment because she does get it. There are no newbies on that council. I bet they feel some relief at airing out this stinker. In all the uproar it's important to note this council will continue to use inter-fund lending, but with the proper process and documentation and perhaps more openly. In other words, with expert financial guidance--something Pacifica hasn't had since Maureen Lemon was forced out for being a party pooper. Life will go on.

Hal Bohner and Peter Loeb are funny. They say Caltrans widening plan will not make traffic less. And at the meeting last night he and Peter say the project violates our general plan because it increases capacity. Which is it boys?

And now they say the EIR accurately defines the project? I thought they were saying it didn't.

This is kind of like when they said there's too much traffic for the quarry to be built but now there is no traffic.

Doublethink. Who is out of 1984? Hello?
