City Council meeting, Monday, January 14, 2013

Item 7:  Goal setting 2013

 A.    Closed session, (5:30 pm)
1 .  Government code 54957.6.  "Conference with labor negotiator. Agency negotiator: Ann Ritzma. Employee organizations: Pacifica Fire Fighters Local 2400; Teamsters Local 856 Battalion Chiefs; Department Directors Local 350.
2.   Government code 54956.9(b). Conference with legal counsel - anticipated litigation. Significant exposure to litigation. One potential case.
3.   Government code 54956.8.  Conference with real property negotiator. Discussion concerns price and terms of payment. Agency negotiator attending session: Steve Rhodes. Property: APN 018-150-160 and APN 016-060-100."  

B.    Open session (7:00 pm)
Consent Calendar (pass through)
1.    Approval of cash disbursements, 11/14/12- 12/28/12. fiscal year 2012/2013.

2.    Approval of Minutes, city council meeting, 12/10/12.
3.    Approval of Minutes, special city council meeting, 12/12/12.
4.    Continuing proclamation confirming existence of local emergency, proclamation 4/12/10 (1/3/13 photos).
5.    WWTP sanitary sewer chemical root control agreement with  Duke's Root Control, Inc, not to exceed $35,470.
6.    Advertise sealed bids for sewer collection system repair and replacement, budget $600. The mainline sewer replacements are located in Linda Mar. Sewer construction fund 34, budget $1,800,000, fiscal year  2012-13.  

Consideration 
7.    City council goals 2013 update. Goal setting meeting is scheduled for 1/26/13.
8.    City council may want to appoint a city council subcommittee to determine the process toward replacing city manager Steve Rhodes in July 2013. If a consulting firm  is hired the expected budget is $20,000-$30,000.
9.     Award contract for an Pacifica Police Department organizational effectiveness and efficiency study Follow-up to the 11/13/12, request for proposals (RFP).
10.    Adoption of  city tablet computers use (information to follow).
11.    Assign a city council representative to the County Joint Powers Agencies.

Closed session, item 2, is a discussion on the police outsourcing report. That's crystal clear to all, I'm sure.

Another consultant report to study relacing Rhodes at a cost of 20-30K.

Can our elected officials make any decisions on their own? What the hell did we elect them to do?

And where's the PD outsourcing report we paid $20,000 for? I gotta say these people have balls.

This is the one consultant I want them to pay. I don't trust council to choose a decent city manager. This is a decision that could impact the direction of Pacifica for many years.

So where is this 12.1 acre parcel and what is the cities plan for it?

907, do tell us how you came to the conclusion that Ann Ritzma will be the the next city manager? You've said it enough times, you must have figured it out before you said it.

I applaud the Council for demonstrating openness in bringing the discussion of City Manager selection out into the open in a public forum. This is a move in the right direction, versus past practice.

Anyone know where these properties are, or any other details? I was not able to match information on a search.

Property one looks like a 12.1 acre parcel on cabrillo highway near rockaway.

Property two looks like the parking lot by Palmetto

@1100 hold your applause. what's described in the agenda item may be no more transparent or public a process than the usual huddle council goes through. and if they hire a consultant, what kind of consultant are we talking about? council, or this wee sub-committee mentioned in the agenda, will still do the hiring. isn't it odd that an allegedly pro-development council can't decide that's the key quality they need and want and hire a head-hunting firm that specializes in these searches (there are many) and find an economic development pro for our next city manager. i find that ambiguity and indecisivness odd. also wouldn't rule out ritzma. not at all. she's the insider with the "institutional memory". i do think this is pacifica's last chance to turn this hot mess around. hopeful but less and less optimistic on our chances.
