Financial Services Task Force Chair Bruce Banco Speaks At Pacifica Democrats on Sat., February 18, 2012


Hot on the heels of the City of Pacifica's Financial Services Task Force January 25th recommendation to the Pacifica City Council for a one-half cent sales tax increase, Bruce Banco, the Task Force's Chair will be the guest speaker at the next Pacifica Democrats monthly breakfast meeting, scheduled to be held on Saturday, February 18, 2012, in the banquet room of the Sharp Park Golf Course Restaurant, located at Hwy 1 and Sharp Park Blvds in Pacifica.

Banco will discuss all activities of the Task Force, including: its goals, objectives, work plan, the development of the financial plan options, the community forum process and, very importantly, the development of the final recommendations/plan for the Pacifica City Council. "I will provide up to date details and status of our final recommendations and the calendar of upcoming events," Banco said.

Banco, a 36 year resident of Pacifica is no stranger to community involvement. In addition to being the Chairperson of the 2011-2012 Financing City Services Task Force, he is President of Pacificans Care, a local 501 (c)(3) non-profit funding source for social service organizations in Pacifica.

Banco is also the First Vice President of the Fog Fest Organizing Group (FFOG), which plans and operates the annual local Fog Fest in Pacifica. Prior to that, Banco was a PB&R Commissioner for twelve years with the City of Pacifica, past President of the Pacifica American Little League and Pacifica Pony-Colt Baseball and has generally been involved in youth sports/recreation activities for over 25 years.

All Pacifica Democrats programs are open to the general public. It is neither necessary to be a Democrat, nor a club member to attend the monthly speaker series presentations. Doors open at 9AM. It's not the task force that hasn't learned. They are provided only what senior staff want them to consider, much like the biased survey that was engineered to go to one destination.

Senior staff, department heads, fire and police are behind this relentless push to increase fees and taxes to maintain their standard of living in this economy, a kind of "above it all" thing.

No Todd, they just want to keep their jobs. Police and Fire have already made concessions by taking a 10-15% cut. Public Works are next and will probably follow suit. I have concerns that Len Stone will vote against a Fiscal Emergency because he wants to outsource the Police to the Sheriffs Dept. He is working the circuit at every venue. To what advantage? An easier Budget to handle when he is the Mayor? What happened to Democracy and let the People vote on what they want for Public Services within our City?
Remember, there is a Recall in the works and he may be named in the recall for taking away our Democratic Rights. This is not a Dictatorship for an individual agenda.

Anon5:36, What a crock of bull. Stone has the backbone and brains to actually do the job. Rare combo in Pacifica politics. And he's a realist with solid financial skills. Long time since we've seen one of those on the dais. You think he wants an easier budget next year? Duh. You're worried he's a threat to democracy? That survey did not represent a majority of Pacifica voters. Do the math. You want to threaten him with a recall because he's doing his job and taking a hard look at yours? Go for it.

Then attend the meetings and don't listen to the blogs. Even better, come down and see him do it in person. Mon.,Feb 27th, 7pm at the City Council Meeting to dismantel the second to last stand on having unions within our City. Public Works is next within the year. Mr. Union Buster is working very hard to make it easy on himself as Mayor for the next year.

Len does not have the moxy to come out in the fore-front. He is working the back alleys and has done well making his phone calls getting some of the Financial Task Committee to stand down on bringing on the vote for June. Len, you are putting yourself up for recall very quickly. Be very careful, we thought you were the golden child to help Pacifica. Many different factions within our City are banding together to stop this runaway train. It's your call Len. Democracy or Recall, your choice.

Stone isn't anti-union but he is strongly anti-bankruptcy. He's looking for the best solution for Pacifica for now and the future. Let's not forget that the SMC Sheriffs department is union, just like the Pacifica PD. I think Stone is very opposed to a sales tax being sold to Pacificans as a way to save the Pacifica PD because he knows that simply cannot be guaranteed. Interesting that the local cops seem to have no qualms about making that kind of sales pitch to the public. They leaped at the chance to lead the campaign. I thought they were the good guys. Go figure.

What ever happened to sanity in the city? Seems that the first line of defense from our city's "task forces" is always to tax us. There are alternatives. Remember, speed kills. It has killed the last 2 lame-ass tax measures and it will sure as hell kill this one. If it's for the cops, say so. This city may be more amenable to a parcel tax dedicated to our police dept. Of course, immediately following that vote, and if successful, the police will get outsourced! Just like our fire department. And they wonder why we don't trust them!

Dedicating a parcel tax to a specific use like the police department would require a 2/3rds yes vote to pass it. Not going to happen. Bumping up the sales tax, with the extra cash disappearing into the general fund, passes with 50% plus one vote. One single vote. With uniformed cops as cheerleaders, how hard can that be? Voters will naturally think they're protecting local police by voting for it. Of course, it'll get ugly when the cops end up being outsourced anyway but by then your money is gone. Again.
