From the Agenda project Staff Report (pdf pages 3-5).
.......

The Draft Environmental Report (DEIR) states:
the project "would NOT result in any significant and unavoidable environmental impacts," but includes alternatives:
A. No project
B. Reduce density to 2 buildings, "screen the project from off-site views", reduce units to 78.
C. Reduce height from 3 floors to 2 floors, reduce units to 62.

Developer applicant comment stated in the DEIR:
".... the alternatives are NOT economically viable due to the reduction in size of the project."

Planning Commission staff recommendation to the Planning Commission:
"....open the public hearing and take public testimony on the Draft EIR (previously distributed May 17, 2011).
