When did council ever talk about this ordinance? This is major legislation and not only did they spring this on us Friday afternoon they are foregoing the first reading to fast track the process. They refer to the advisory rent committee and the 4 meetings they had but when did they ever discuss those meetings at open session? And maybe most important, who wrote this thing? It's 18 pages long, and who brought it to the council for fast track action? Something stinks in Ptown. The Digre boondoggle pales compared to what might be going on here.
The agenda item is about whether or not to place an ordinance on the November ballot, not to approve the ordinance.

The city attorney just said that there are 2 actions on this item. 1 is setting special election for November and placing an ordinance on that ballot, and 2 , if a measure is placed on the ballot, then adopting an interim temporary ordinance to limit rent increases to 3.4% annually until the results of an election, if one is set.
The council just agreed that the item would not be decided tonight.
