whatever it is we don't have the money to do it. maybe one of the local contractors will do it on credit!

My guesses of the main components of an ADA upgrade:
Elevator= $300000
Ramp= $50000
New Restroom = $75000
It might almost be compliant then. It's cheaper for the City to fix these items than build
a new city hall, which we can't afford to.
Leadership fail to not fix this years ago. Council grandstanding on side issues and not getting the basics done. Result? Taxpayers pay, and pay.
If you Google the plaintiff's attorney, i.e., Paul Rein, you will see his previous connection with ex felon and disability extortionist George Louie. In fact, several years ago, Louie even sued his former attorney Rein for ADA violations with respect to Reins' bathroom. These "model human beings" have made a windfall going after businesses that are too small/poor to be fully ADA compliant and are forced to settle out of court for nominal amounts. It's all about the money and nothing else. Rein made one big mistake, however. He arrogantly went after Clint Eastwood (aka, Dirty Harry) and his Mission Ranch Hotel for the usual ADA violations. Unlike the hundreds of others who weren't financially equipped to take on costly ADA litigation, Clint pulled out his forty-fives and capped Rein's ass. Before you bleeding hearts play your violins for the likes of Louie and Rein who you claim to be "heroes of the disabled", realize that neither man supported the proposed legislation that would give the alleged ADA violators 90 days to take corrective action and avoid the entire litigation morass. But neither Rein nor Louie are really interested in solving disability access problems. It's really only about them and their personal bank accounts.
council had plenty of time to fix this problem but stonewalled. Schulz complained on May 24, 2017. City had time but nothing was done. Now 4 1/2 months later we have a huge lawsuit city will lose and taxpayers will pay for. For crying out loud--digre works for a disabled advocacy group and she did not step up? What is wrong with this council? All the above jabber at 432PM changes nothing-- city is in the wrong and will lose.
Our do-nothing 3-2 socialist council will walk right into this one.
They've villanized the business community and the working class by labeling us all Profit Above People demons. They're left only with their fellow comrades and parasites who are also busily fleecing the city, to give them expert advice, of which they have none.
I do not think an elevator is practical for that old building, a couple of wheelchair lifts on the stairs might work(if the stairwells are wide enough)
Classic. This was the same kind of ruse Pete deJarnutt used to support Vreeland and Lancelle's effort to build a new ocean front City Hall on the old waste water treatment plant site (Sea Level Rise hadn't been invented yet). He said that city hall was such a mess with mold and ADA non-conformance that he could not in clear conscience allow staff to work one more day in that dangerous place.
That was over ten years ago.

Isn't there access in the back of the building where the old Finance Director's office used to be? It is definitely street level and if the door is not wide enough, perhaps it could be enlarged.
Now that I'm thinking about it, is there disabled access to the the city council chamber at the old sewer plant?
An elevator is at council chambers if you dare ride it.

There is an elevator. The stairs up to council chambers actually wind around the elevator shaft. Maybe the plaintiff hasn't seen it either? Case dismissed!
It's literally next to the staircase and you’re looking right at it whenever you leave the council chambers. Ohhhhhhh...wait a sec, you're a USC grad. That explains it.
