City council meeting, Monday, March 26, 2012


Attend in person, 2212 Beach Boulevard, 2nd floor.  Or, view on local channel 26, also live feed internet www.pct26.com.  The meeting begins at 7pm (but usually starts a few minutes late).   City Council Agenda, 3/26/12, pages 1-120, . Item 4, amendment1, 1-6 pages, . Item 13, Letters of Interest for vacant city council seats.

A.  Closed session (6:00 pm)
1)   Conference with Real Property Negotiator, price and payment:  APN 023-073-050 and 80, Dave Colt.
2)   Labor negotiations, conference with labor negotiator with Pacifica Police Officers Association, Police Supervisors Association, Police Management Teamsters local 350, Firefighters local 2400,  Teamsters local 856 Battalion Chiefs. 
3)   Conference with legal counsel-anticipated litigation, 1 case.

B.  Open session (7:00pm) - Call to order, salute to the flag, commission liaisons, closed session report if any.

 Consent Calendar (pass through), pages 1-2.
1.   Approval of cash disbursements.
2.   Approval of Minutes (meeting of 3/12/12).
3.   Approval contract for  retirement of a Police canine, subsequent purchase from handler, cost $1.   
4.   General Plan traffic amendment #1, new C/CAG model, Dyett & Bhatia consultant. See amendment link above.
5.   Beach Boulevard project, 2nd amendment, phase III, Leland Consulting Group. 
6.   Approval of Mayor's response to Grand Jury Report, "The county, San Carlos and Cal Fire, a missed opportunity."
7.  Adopt an ordinance to fill city council member vacancies by appointment only until a Special Election can be held to elect a successor.

Public Hearing
8.   Resolution to update the city park development fee, and establish a city parkland in-lieu fee (Quimby Act).
Consideration
9.   Authorize the Environmental Impact Report (EIR) for Beach Boulevard redevelopment, given the recommended concept (boutique hotel, restaurant, 84 housing units, library, underground parking, and  subject to any legal changes, RBF Consultants.
10.  Update and direct staff to proceed with Linda Mar Beach paid parking and closing lot overnight.
11.  Approve and recruit an Economic Development intern position, and recruit a voluntary summer intern (recommendation from the Economic Development Committee).
12.  Extend Coastal Commission growth control ordinance #604 C. S.
13.  Consideration of, discussion,  and possible appointment to vacant city council seat. See Letters of Interest for vacancy link above. 
14.  Consideration of a city council member meeting attendance policy and resolution.

Pacifica cannot continue to function with 2 to 2 ties and an inability to obtain a quorum to transact the City's business for which the People of Pacifica elected their City Council. I have been a Pacifica resident and homeowner since 1986 as well as a twice-elected Councilman and former Mayor of San Bruno, even gathering more votes than the incumbent Mayor at my re-election and was intending to run in the next Pacifica election. I have worked in Public Safety since 1981, originally with the San Francisco Police Department and presently with the Department of Emergency Services for over 30 years now, and have also owned and operated three private business at the same time.
Since I opened my new clothing store, Pacific Passions, where the old Bearly Worn Consignment Store was on West Manor Drive I have twice been the victim of serious crime. Pacifica deserves and needs someone on the City Council who already understands how government should work to serve the People, not private agendas and special interests.
Bring jobs to Pacifica and SHOP PACIFICA FIRST and we can all help each other survive in these difficult times.

Hilarious article about the questions the Chamber would ask of potential council appointee's. It shows the Chamber would much rather be in Milpitas than a coastal community. It also highlights their lack of understanding of issues like zoning and permitting. Very funny.

This appointment process is finally starting to live up to the freak show I've been expecting.

Other than the sale by the city of one retired police dog to an officer for $1, there is nothing but more elective spending in this agenda.
A previously budgeted $223,000 for the Beach Blvd fantasy, $17,000 for General Plan Update. Hey, it's only money.
All that money to be made from Paid Beach Parking? Forget about it. Every penny has to be put back into the beach for enforcement, plover protection, parking impact monitoring, etc. Might offset the $160,000 cost the city now pays but anything over that stays on the beach. And, the Coastal Commission is playing hardball about what it wants the city to do and how to do it. They are very serious about plover protection. Perhaps Council will face reality for once and let the state take over and deal with the cost and the headaches, ie, more costs on the way. The agreement with the state expires in 2years and we can be out sooner w/12 months notice. Toss in the pier, too, and save big bucks. Neither asset will be hauled away, and, who knows, maybe they'll be better maintained. The state has a pretty good track record on that. They even empty the garbage cans on the weekend!

Council, can we get real? The money is gone, no one is coming to save us, and bankruptcy is the next stop. That'll be real enough for us all.
