Last year when Measure D was on the ballot and I was researching Pacifica's tax rates and tax revenues compared to other cities around the state, it was very common to find that out of the hundreds of cities within California, Pacifica would invariably be one of four or five that would have a NA (Not Available) in the space where figures were supposed to be.

Another thing I noticed when looking at the financial reports of various cities around the state was how amateurish Pacifica's financial statements were when compared to those from other cities. I don't know if Pacifica is trying to cover-up its numbers, or if it just doesn't know what the numbers are.
