City Council meeting, Monday April 9, 2012

A.  Closed session (6:00 pm)
 1)   Labor negotiations, conference with labor negotiator with Pacifica Police Officers Association, Police Supervisors Association, Police Management Teamsters local 350, Firefighters local 2400,  Teamsters local 856 Battalion Chiefs. 
2)   Conference with legal counsel-anticipated litigation, 1 case.
3)   Property negotiations terms and price, Mary and John Zapautis:  2256 Palmetto Avenue, parcel 016-294-450.

B.  Open session (7:00pm) - Call to order, salute to the flag, commission liaisons, closed session report if any.

Item 9, the shuttle, "Deja vu all over again", maybe better?
Consent Calendar (pass through), pages 1-2.
1.   Approval of cash disbursements, pages 5-26.
2.   Approval of Minutes (meeting of 3/26/12)
3.  Continuation of Local Emergency Proclamation, city storm drainage 380-400 Esplanade Avenue, since 4/7/10. 
4.  Municipal code amendment chapter 5, title 9, article 11. Adoption of a growth ordinance consistent with the city's General Plan, including its Housing Element, or with other laws".
5.  Consultant services agreement with Moss, Levy & Hartzheim, LLP for next year's annual  auditing services, no budget required, $39,150 budgeted for next year.
6.  Advertise for Sealed Bids the Collection System Capacity Improvement Projects:  Palmetto Avenue Mainline from North of shoreview Avenue to Paloma Avenue, sewer facility construction fund 34.
7.  2 year extension (4/12) request agreement with CalFHA HELP loan (Debt Service, Fund 40).  Payment of good faith deposit of $102,083. Funds loaned to National Church Residences (NCR) to "assist with the purchase and rehab of the Oceanview Apartments", unbudgeted reserves, page 55-57. 

Special presentation - proclamation - National Volunteer Appreciation Week - Carol Kirby and Janis Haynes.

Consideration
8.  Purchase of an OK Champion Rodder S660 Truck from Mission Valley Ford, $197,697.08. Fund transfer from Fund 18 to Fund 72. Replacing a 10 year old "Rod truck" with steel rod auger is used daily for the maintenance and emergency blockages in the sewer system main lines.
9.  Resolution to apply for a C/CAG and San Mateo County Transportation Authority 2012/2014 "Call for Projects" grant, to establish a local shuttle service. Other than Agency funding needed, 25%. "Recology has committed to $7,500 per year and the Pacifica Hotel Business Improvement District has agreed to find a mechanism to provide the remaining balance.", page 65.  For the Chamber of commerce suggested route, see page 64.

The local hotels, and especially the RV park, need a shuttle to BART. On TripAdvisor, not having easy access to BART is a deal-breaker when it comes to staying in Pacifica.

Nice truck for $197,697.08 I hope we haggled. That's almost a third of what they said we needed to make up each year.

Hutch, have you ever come up with a constructive solution, or do you just whine?

I actually wouldn't mind a few investments that recognized that improved tourism is much more related to our economy than our stupid "our environment is our economy" tradition for the past decade.

whoa whoa whoa is that snazzy $200,000 truck with the sewer drain auger going to double as the new, improved shuttle vehicle? I'm all for thinking outside the box and we do need tourists and their dollars, but this is a connection I would not have imagined. Bold thinking, Pacifica. Audacious.

Item 9, proposed city shuttle grant. To make up the needed 25% city fees, Recology is willing to pay $7,500 per year. The Chamber of Commerce will potentially figure-out how to attach other businesses. More city fees, tough on business in this city.

But with Recology, all those fees and services already collected from this city, who pays? You've got it, those of us who pay that bill.

If the money can be found, give the thing a good test run, advertise it well, count the ridership and see if it's really worth it. And don't rush out and buy a new vehicle. Recycle something.
