What if the only person who lived in your district who would run for council was someone who you disagreed with completely? What if the only people who ran in some districts were stupid or crazy? At least with city-wide elections, you get whoever the most voters support, not your neighborhood crackpot or the fool on the hill.

605 Not quite everyone.
With a name like Fester, I have to be a little nuts 11:09! Living in Pacifica as you know also has it's prerequisites.
I do not see Pacificans ever voting for or supporting district elections, but district elections could be pressured or brought about by the courts on the basis of Civil Rights.
Watsonville is a smaller town has about 45,000 persons. They have district elections there. There was some sort of lawsuit on behalf of hispanic voters that brought it about. I don't know if that has worked out better or worse for them.
More recently, Here in San Mateo County, supervisorial district elections came about as a result of pressure and lawsuits from advocates of asian and hispanic voters.
Pacifica has a concentration of asian residents in Fairmont, Westview and other skyline neighborhoods. There was a discussion of incorporating part of Pacifica into the Daly City Supervisorial District District 5 when they were trying to decide boundaries to catch those voters into a "asian voter unity community district". According to census, there were as of 2010, over 7000 asian residents in Pacifica, nearly 20% That is a pretty substantial number. No asians on council or ever ran.
In San Francisco during the 1970s they said district elections would be "undemocratic", and of course the tragedy of Dan White, Harvey Milk and George Moscone got many to advocate going back to at large elections. But it has been that way for a long time. It seems to me district representatives would need to be more accountable and more accessible to their districts, and thus more democratic. More people would be engaged politically, and not less, to the argument that lower-rate candidates would appear does not hold much water to me. We have smart, sophisticated voters here in Pacifica, I think it could work out. Those who have most to lose are the two who live within a few blocks of each other and might find themselves in the same district.

I think with 5 districts of let's say 2,500 voters, properly gerrymandered, of course, you can get more than one crack-pot or crazy person to run. As our last election demonstrated, you got at least one person you completely disagreed with elected, using the highway issue as example. If only a crackpot, stupid or crazy person is running in your district, you will surely step up and run yourself against said crackpot, why would'nt you, unless you too were a crackpot, stupid of crazy, right? Give your fellow Pacificans a little more credit on brainpower accounts friend at 11:09!
