Land use model for a structurally deficient city economy


Where's the plan? 
From the City of Pacifica website, Draft General Plan Update - March 2014, see last category, "Local Coastal Land Use Plan". "Coastal land use and development", Part 1, page 4, Figure 2-1 graphic. (also see Part 2).  

"Pacifica land status: Permanent Open Space 48%, agriculture, undeveloped or vacant (some of which may transition to Open Space) 22% = Total 70% empty space. 

Residential 21%, commercial and mixed use 4%, public/community/institutional 4%, industrial 1% = Total 30% housing, business, civic."

The structural land profile of this city is beyond challenging.  Less than 5% of land is set aside for commercial and industrial use. How did that happen, and where is the plan to take this city to a better economy?  Progress is way overdue.
