Highway widening concept plan is consistent with the city general plan

"City Council denied the appeal brought by a local attorney and agreed with the planning commission finding the 2014-2019 Capital Improvement Program (CIP) consistent with the general plan and the local coastal use plan. Pacificans Peter Loeb and Stan Zeavin, through their attorney, Hal Bohner, appealed the planning commission's determination. The appeal was heard in a public hearing during the City Council meeting Monday.

....  The city, meanwhile, maintains that the Calera Creek Parkway is consistent with both the general plan and the local coastal use plan because the city never adopted any policy mandating the construction of a frontage road, the city staff report maintains. In addition, the intention of the highway widening is not to increase highway capacity, only to relieve a bottleneck. From the city's perspective, that is consistent with the general plan and local coastal use plan.

....  The assistant city attorney, Robert Pittman, said the council members could make this policy decision about the CIP without weighing in on the merits of the Calera Creek Parkway plan.  ....Council Member Sue Digre cast the only vote in favor of the appeal and against approving the CIP.
