"City Manager Lorie Tinfow presented budget information at the City Council meeting last week that showed a $4 million shortfall, a larger shortfall than council members expected.
.... How did the financial management in the past lead the city to this point with the deficit? The reasons for the deficits vary -- constructing facilities without funding in place, making loans between funds without a repayment plan, and responding to emergencies without a reserve to cover costs -- and all have contributed to the current situation. Temporary deficits (even over years) while waiting to receive grants or expense reimbursement are common and understandable. In addition, interfund loans can be good practices that I support. A crucial part of these actions though is to include a plan for repayment or replenishment; to date, none exist for these deficits. .... I'm not sure I would call the deficits "mistakes" per se but I have traced one outstanding unpaid loan back to 2003. I am focusing the majority of my attention on figuring out how to fix the deficits." Read article.

The big news in this article? The city will be hiring people who can count. Several of them. Next comes the ability to reason and make sound decisions. God speed, Ms. Tinfow.
Is Thom Ball, director of the libraries kidding? He's still talking about building a 30 million dollar Taj Mahal? Oh yeah, that will save us some money.
Forget it Thom. The new library is not going to happen. That entire parcel needs to be sold. There is no consensuses among Pacificans to build a new library and especially to close the Sanchez branch.
Taj Mahal--A UNESCO World Heritage site that attracts 2-3 million visitors a year.
Cutting the library hours from the budget looks suspiciously like a council scheme to build support for their goal of one central library. Cut hours from the two branches and you cut accessibility and utility and make it easier to sell the concept of one central library with a few more hours. Real tired of this council and the schemers on it. One central library does not serve the needs of Pacificans. Parking a Library/Council Chambers on that property does not serve the needs of Pacificans. Continuing to spend hundreds of thousands of dollars on asinine plans for Beach Blvd does not serve the needs of Pacificans. The schemers on this council learned some bad habits from their predecessors. They do not serve the needs of Pacificans.

Council, please stop pandering and get this ocean front property in play. Lease it for $1 per year for 10 years to the Ritz Carlton Corporation and watch Pacifica come alive.

Sorry, can't believe the Ritz Carlton folks would go near an old sewer plant with an active pump in the basement and in a real grungy neighborhood. Plenty of other chains or indies that would be a better fit and wouldn't run the risk of being known as the Shitz-Carlton. Just stop spending money on this library idea. Sell the property with no restrictions.

Uh, Rock, have you met our city council? Don't you know the library is #3 on their list of goals for Pacifica. They're big on lists and goals and plans. Numbers 1 and 2 were probably World Peace/Ban Tod and How to Drop That Budget Bomb.
What I want to know is how will council use Lorie Tinfow's
impressive start and good press to advance their library plan? Her approval rating is at the moment much higher than theirs. All that budget transparency and openness for its own sake would be a waste of valuable political currency. This council wastes public funds, but never an approval rating--even if it isn't exactly theirs. Let us not forget, the woman builds libraries. Start to finish. Pretty sure this council hasn't forgotten.

Don't be so sure the Ritz wouldn't be interested in this place. Beach, trails, golf, pier and proximity to SF. Lot's going for it. Sweeten the deal with no rent for 10 years and you never know.

The Ritz Carlton has an image and a business to protect. A moderate priced chain or a good indie would do just fine in that location. Bigger market and they can jack up the rate a little because it's oceanfront, and, to them, such a special property. Of course, the problem for any of this is the CCC. Doubt they'd go for anything more exclusive than a hostel on that site, and it would be surrounded by lots of public open space. Don't you wonder how much money council has poured into this rat hole? At least $400K in the Vreeland-era, at least another $400K with these dopes. Has anyone turned off the faucett, yet? Or, is this from some very special fund? Is there any money in that fund?
Speaking of holes in the ground, anyone know what the status is on that 9 unit condo complex proposed for the northernmost lot on Beach Blvd ? That would be the one with the planned underground parking that Planning recommended approval. I would hope with all the talk of rising sea levels, those folks at the CCC wouldn't think this a very viable project.
