Make every person responsible donate an organ. Bill Gates, I'm sure, payed a pretty penny for his. Same with that gangster that was snuck into America to get an organ. We can have an auction. We could make bank! Pay off city debts, buy new infrastructure and have money left over to buy mama a new pair of shoes.
