Regarding item number nine, it seems the city manager wants to redesign how council can agendize an item merely because it's just too much trouble for her to generate a staff report. Rather than literally silencing any council minority by approving her request maybe it's time Lori updated her resume and moved on down the road.
Change nothing on how council can agendize item:The proposed changes are a result of Mayor Ervin's comment, 26 Oct council meeting,that Councilmember Keener had too much power in his eviction just cause ordinance proposal.John Keener only proposed emergency just cause eviction ordinance because council was not responding in direct action to numerous renter protests voiced at council.Mike O'Neal and Karen Ervin do not want any further discussion on just cause eviction ordinance as expressed in their kill motion.Their votes on rent stabilization would be to kill it.
Bray, nothing more dangerous to the public than the seasoned career bureaucrat on staff and council. They bond and create a kind of shadow government "to get things done". What we see is mostly theater. What else is new?
