City council meeting, Monday October 8, 2012

Item 11, getting closer to a paid parking lot at Linda Mar Beach *
City Council Agenda, 10/8/12.  Items listed below may include embedded pdf documents, illustration and photographs of interest.  

A.    Closed session, 6:15 pm. 
1)  Labor negotiator (Ann Ritzma) conference: Police Officers,  Police   Supervisors, Police Management Local 350; Fire Fighters Local 2400; Teamsters Local 856 Battalion Chiefs."
2)  Property negotiations (APN: 023-132-160), City of Pacifica and Spindriff School of Performing Arts. 

B.    Open session (7:00 pm)
Consent Calendar (pass through)
1.     Approval of cash disbursements,  9/5/12 for fiscal year 2012-13, 9/11/12 for fiscal year 2011-12. 

2.     Approval of Minutes (meeting of  9/24/12).  
3.     Continued Proclamation confirming existence of  a local emergency 4/12/10, cliff erosion/storm drain revetment, 380 and 400 Esplanade. 
4.     Purchase of new replacement hand held portable radios for North County Fire Authority personnel, $51,799.78. 
5.     Authorize Resolution approving CA state department of education funding for child care ($197,889) and child development services (112,676),  total fiscal year 2012-13 funding, $310,565..  
6.     Approve purchase to replace a 14 year old city backhoe.  Product is John Deer, cost $99,433.04.
7.     Approve purchase of a new Ford F150 4x4 truck, $31,445, previously budgeted, vehicle replacement fund 72.

Public hearings
8.     Approval of lease agreement with Municipal Finance Corporation to fund city facility energy related improvements. Continued from 9/24/12.  Printout stated as no fiscal impact.
9.      Resolution  approving the energy service contract for energy related services. Continue hearing to October 22, 2012.

Consideration
10.    Report on 2012, July 4th fireworks activity and issues surrounding the use of fireworks in Pacifica.
11.    Update on paid parking at Linda Mar Beach. The Coastal Commission Director has improved conditions, and modified the permit to extended 5 years. The Coastal Commission will hear the request at their 11/14-16 meeting in Santa Monica, CA.
12.    Review and approve work plans for city council goals,  follow-up to a goal setting session 7/22/12, affirmed 8/13/12.

I like the new format that the City is using. Kathy, did a good job. It's easy to find documents, you don't have to go through the whole thing to find something.

I do have a problem with the money and purchases the city does. It seems they can tighten the belt here a bit. Just cause they wanted to buy a new truck 2 years ago and its time. They can be a little better about spending.

Paid parking at LMB? Woohoo? Not so much. It will be years before it would break even (even if we accept the city's numbers) and all revenue has to stay with the beach.
No more half-assed Pacifica style protection and enforcement for endangered species and habitat...we'll be held fully accountable and liable. Better to dump the whole thing back on the state next year. They can and will do a better job and nobody will notice the change in management. And all that money we currently spend to do a lousy job (hundreds of thousands of dollars) we can use elsewhere. Toss in the pier for even bigger savings! Expect another council snow job on this one, just like outsourcing the PD.

Paid parking at the State Beach will probably only result in spillovers onto Crespi, Linda Mar Shopping Center, Pedro Shopping Center and along San Pedro Road.

Sorry to say that Linda Mar Beach isn't that great that many people will pay for it.

Let the state take it back. Vreeland promised his surfed buddies free parking at Linda Mar. That only cost the taxpayers 2-3 million dollars.

Hundreds will come and pay to park at Linda Mar Beach. Property close to the beach will become more valuble. Linda Mar Beach is clean, safe and beautiful.

Paid parking is another city hall shell game. Every penny they make from parking has to be spent on the beach. And expenses are going to go up to enforce regulations and protect the plovers and their habitat. To promote easy public access the Coastal Commmission and the state keep rates low. Won't break even for years, if ever. Where's the upside for Pacifica? There isn't one. Get smart Pacifica and let the management agreement expire in a year or so or get out even sooner. No local elections next year to inhibit decision-making! Let the state take over. The beach will still be there and those huge bills will go elsewhere.

Property close to the beach will be unlivable because of all the people who won't pay to park at the beach and will park on surrounding streets. They'll be coming and going day and night, dumping their trash in your yard, destroying your peaceful neighborhood.

Don't forget about the dirty diapers our valued visitors like to toss before heading home. Missing an overfull trash can at the beach is one thing. Dropping it in front of your house is something else entirely! Now, which one of council can we call to come pick it up? Whoa, would Schlesinger like to make a presentation at council?

Why does the truck have to be a 4x4. Are they taking it off road or in the snow? 4x2 is cheaper.

I agree with Anon 917. LMB is too much of a liability. We could face huge fines for not "properly" protecting that flying rat. Let the State run a State beach. There will be no noticeable change.

As far as the parking goes, issue free parking permits for west Linda Mar residents, cars without a permit get ticketed after 2 hours.

While you're at it you can charge out-of-towners for parking at the pier too.

Cause when you get older and make more money you like 4x4 and not using chains. Just click the truck into 4x4 and off you go.

The hills around town must be a bitch when it snows huh?

Pacifica is the only beach town on the West Coast, that doesn't take advantage of being a beach town.

All for taking advantage of being a beach town, and there are many money-making ways to do that, but paid parking isn't one of them. Give that some thought, real number-crunching thought, would ya?

Paid parking at the beach will probably happen. Not because it's smart. Smart is letting the state run the beach. And the pier. Paid parking will happen because council wants us to believe they're all about making money now, even though the numbers don't add up. Making money is in. Yes, it will look nice on their resumes. And that's what counts. Not you and not this city.

Oh Pacifica look at #10. Fireworks
is on the agenda. Maybe our sneaky little council will share with us the reason they had us go through another 4th without the back-up of the SMC sheriff's deputies. This is the 2nd year they did this. Was the public informed? Of course not. No one knew. Guess we didn't ask the right question. The previous police chief felt the sheriff's added manpower was critical to public safety on the
4th of July. The 2008 firework's task force felt it was critical. We had the sheriff's on duty in 2009 and 2010 and they were busy and effective. Why discontinue and why do so without public input?
Looking at all the expenditures on this agenda for new vehicles and such, I sure hope council doesn't blame cost cutting for putting the public at risk. Their noses could grow, again. The sheriff's coverage would cost less than $20,000. If it hadn't been for the beach people complaining about litter after the 4th we'd still be in the dark. The beaches should be protected, but how about the safety of the residents in their homes and neighborhoods? Regardless of how the debate on fireworks goes, we need the back-up of the sheriff's on the 4th in Pacifica. Ban it from the beaches and you'll have more in the neighborhoods. Ban it all and you'll still have huge enforcement problems. Why would council gamble with public safety? Dumb as a box of rocks. Dumb and sneaky. That's a bad combination.

The presence of the sheriff's is a deterent whether they write citations or haul people off or just stay visible. Saw it first hand when they were here. Pacifica just doesn't have the manpower to do the job alone. With the sheriff's help the situation improved so council decided to quietly roll the dice and now we're right back where we started.
Brilliant. Run the town like some bordertown free for all.

I for one hope the town goes sheriff. They can start at the north end of town and get every meth freak in town. Then they can go after every unserved warrant in town. Clean the place up.

The sheriff's would be great for this town, but this council has blown them off while they negotiate with the Pacifica PD. They can't cut deep enough fast enough to make it work. And what else will have to be cut to make up the difference? Why is outsourcing off the table? How much would it have saved? The public has a right to know and if this council had a good reason, we would know.

Of course that's what it is. There are no heroes on this council. None. Just some that are slyer and more devious than others. Intelligence and integrity don't always go together. Clean house now!

The same people park and stay for hours all day. Should they finally have to pay for this benefit? I think so. My taxes paid to fix up the beach. Let the visitors pay me back. Charge for parking, so the city will stop nickle and diming me.
