How to run a city for the benefit of the people

Over heard in the Pacifica Chit-Chat Cafe recently was an educational conversation between Steve Jobs (representing the people) and Bill Gates (representing the city). At the same time city council and most of the patrons were tuned-out. Waldo was absent.

After seeing this realize its hard to read, so here's how the conversation went in 3 sequence sets:

1a. Jobs to Gates: Remember when we were poor?
1b. Gates reply to Jobs: No.
1b. Jobs response: Me neither.
1c. Both smile and laughter

2a. Jobs to Gates: Lets flip a coin!
2b. Gates reply to Jobs: Flip what?
2C. Both smile and laughter

3a. Gates to Jobs: I went to a bank yesterday to talk about a loan.
3b. Jobs reply to Gates: What do you need a loan for?
3b. Gates response: I don't the bank does.
3c. Both smile and laughter
