Police outsourcing report to be released



February 13, 2013


In July 2012, Management Partners consultants made a verbal presentation to the Pacifica City Council, supported by a PowerPoint presentation, to assess the possibility of contracting police services with the San Mateo County Sheriff or the City of South San Francisco.  No document was produced as a result of this presentation.  It is the City Council’s opinion that this information should become a public document.  The City Council has directed staff to have a written version of the verbal presentation prepared for dissemination.  The estimated time for the completion of this report is March 20, 2013.

I always thought "sleepy Mike O'Neil wouldn't do a thing on city council.

Was he behind releasing the study/report?

No document of the presentation was produced by the consultants? What's that mean--they didn't hit print? So now council, more than six months later, and with the city in truly dire financial condition, decides to share? Yeah, guess you better not ask me for the last ten bucks in my wallet until I see what's in yours. This must be some of that trust-building with the public that Nihart and Stone spoke of last night. Sorry, I don't switch gears that fast. Will this be an editted,abridged city staff version of what ummm was presented by the consultants? How about presenting that PowerPoint at a study session? Make it available. You can let your bound and gagged city attorney out of the closet now. Charade is over.

@1207 I like Mike. Voted for him because I trust him. He's been for releasing this report all along. Not sure what we'll actually receive--if it's city staff prepared it could be an entirely different report. I believe Ervin favored releasing it during the campaign. I've lost trust in Nihart and Stone on this entire issue.

Has anyone any real numbers on total payroll dollars? Council moaned about the city head count going from 220ish to 157 over the last several years but no mention of dollars that I heard. I recall seeing a report somewhere that showed dollars had edged up in 2011 while headcount was nearly flat. That would seem to indicate we're spending more for fewer people which is really not the way to cut labor costs. I believe what we've lost is a number of parttime and casual positions, low paid and without costly benefits. Our payroll expenditure has not gone down. Perhaps very few FT positions have gone unfilled. Any actual layoffs take place? Any payroll cuts to real dollars and not just future increase cancelled? Councils approach to this enormous city-killer problem seems all wrong. Maybe O'Neill and Ervin with their real experience with school unions can get some traction. Particularly O'Neill who seems more confident and independent. We cannot continue to sacrifice a city of 40,000 for 157 employees and we really shouldn't have to. And this is no criticism of the quality of our city employees, just economic reality. There are better solutions if council really wants them and puts their duty to the people first.

haha Marianne Nihart and Len Stone talk about building trust with the voters but it's O'Neill who's asking the bothersome questions and sending out announcements.

No document produced, is that right? So does that mean O'Neill and Ervin have never "seen" the report? The oral presentation and PowerPoint predate their election by 4 months. Surely they've seen something. Stories around the campfire? Told by whom? Someone's notes? What was it? When is a report not a report?

Last year, Nihart and Stone were the council-members who wanted the police outsourcing document released. DeJarnatt was bitching at them because of it.

I don't know why people are accusing them of now wanting to keep the report under wraps.

So there was a report? Or there wasn't? What did Stone and Nihart want released last year? Oh the web we weave and so on.
Anyhow, O'Neill, Nihart, Stone...that would be a majority in favor of releasing the report or something.
Peachy, let's have the report without further delay. Full disclosure, if you please.

I don't believe for a second that a $20,000 study came with no printed summery. That's BS.

These people need to go back to the table and get some real concessions from the Unions before even thinking of increasing taxes.

And Mike did push hard for this release.

Some others seemed like they were letting it slide.

Because it was election year smoke screen. Mary Ann told Len go along with me or else.

They knew they could come forward asking for the report to be released cause they only had 2 votes.

434 and 519 make sense. And if there was no report or document, as this press release claims, what did Nihart and Stone want released last year? Or were they just elction-year grandstanding? And there were way too many rumors to ignore from FCS that those two, the council liaisons, told Rhodes to sit on the numbers.

This whole thing reeked last year when it was "handled" during election season and it reeks now.

Don't know if O'Neill turned over this rock, but I like the questions he asked and his attempts to get more info out.

It seems like some people lied when they told us there is no outsourcing report.

There obviously IS a report, although it is in a digital format. Saying there wasn't one was deceitful at the least and illegal at the most.

Just a way for them to try and wriggle out of answering questions.

What the hell is the big deal about this report? There must be a reason it is being suppressed. Pressure from PD brass?

Of course there was a report and the medium or format is of no consequence unless one is part of a city government run amok. The consultant's reported on their findings, didn't they? So spit it out! Taking another 5 weeks to get it out to the public just raises the level of suspicion and skepticism. Why 5 more weeks? Why?
Got something else planned before then? Could you possibly mishandle this any worse?

Well somebody sure conspired to hide that report for many months. And it is odd that, once having made the decision to share, there is still a delay. Trust is fragile. Hang on to it if you can.

Again kids, the Council liaisons for the FTC,Maryanne and Len, and some of the FTC had the numbers from the SO(Sheriff Office)in early Feb.
When it became a little hot for the two of them, they wanted the document to become public. Of course, for our best interest. Yah right, typical bait and switch in Pacifica politics.
I heard that Len conned Maryanne into signing the letter for communications to the rest of the old council and city manager asking to release the S.O. numbers and went right to the Tribune, throwing Maryanne under the bus. Twerp. You can't trust anybody on council!

Those two absolutely had the numbers early last year and they told Rhodes to sit on them for their own agendas. Several on FCSTF knew it. It then became a comedy of errors between them and the rest of council. Like a game of hot potato. Never forget that those two are politicians first and public servants when it's in their best political interests. That's not always a bad thing if you get things done, but they're just not very good at it.

Dear FCSTF veteran,
You weren't supposed to accomplish anything. You were council's props in the time-honored game of buck passing. You were insulation. What could you possibly come up with that would differ from anything council came up with? Nada, because there are only a few solutions anyone could come up with. None of them popular, all of them political poison. But you'd insulate council, take the heat, use up time, and make it all look transparent and inclusive. Nothing but a sham. You were serious, they weren't. And when you started getting mouthy and hard to handle...well, you served your purpose.
Don't let the door hit you in the ass on the way out!

Dear FCSTF veteran,

We know your work was difficult in these turbulent financial times. You were given a major task without the support of Council. When you formed your own opinion which was not to the liking of Mayor Stone, you were disbanded. I wouldn't have believed that myself....but the last night of your existence, after the joint council/FCSTF session, those of us in the first row could hear Stone loudly expressing his displeasure to CM Rhodes for letting the FCSTF speak their piece one at a time during the session. All but one member had views opposing those of Mayor Stone. Unfortunately, FCSTF members heard it too. Sickening. Regardless of your opinion or thoughts in these matters.....Mr. Control freak is not going to stop his dirty play until he gets his way......

Stone knew the Financial Task Force was a crock all along, and has decided not to publicly pretend that it did.

What an outrage! Council's props spoke their mind. It sure took them long enough. Mass resignation on principle, last year, would have been the way to go. It's a smart group, but they ignored the clues, and there were many along the way. Probably because they got focused on solving the problem and thought it mattered. It mattered to you FCSTF, but what mattered more to your two council liaisons was their political images and careers. That's just the way they're wired. You all were becoming a problem.
Your value as human shields has surely fallen, but you're prime scape-goat material. No good deed goes unpunished.

@1052 It looks like we've got Dorothy who's going to bang those ruby slippers together and shazaam! we've got Economic Development in Pacifica!

No single solution will save Pacifica. It'll take years of cuts, taxes, steady development and no big hits to build a stronger economy. I'd say you should do the math but the simple equation you used is so flawed that math may not be your thing.

But by all means, Dottie, you bang those shoes together!

@954anon Some of my best friends are control freaks. Smart, productive control freaks who get a lot done but not alone. Mayor Stone is not so productive. Smart enough but maybe not about people. Really like his idea about investing in economic development with dedicated staff dollars but he can't get it done alone and alone is what he is. Mayor Pro tem Nihart is an even bigger control freak and has been even less productive. Scratch that one and I think you'll find a real hippie.
