.... The analysis of the bluff's geological condition by Cotton, Shire and Associates, completed in February, found that El Niño conditions have caused significant damage to the property. Storms and high surf will continue to weaken the bluff, which rises about 70 feet above the beach. The erosion also makes the property susceptible to collapse in the event of a moderate to severe earthquake, the analysis concluded.

The American Red Cross and Pacifica Resource Center have provided emergency assistance to residents, while San Mateo County has committed roughly $20,000 to help shoulder the cost of new housing." I know this building, and it appears to be level and has been for many yrs. there is not enough cliff damage to evacuate it. people in pacifica need housing and the tongs are very willing to rent to all and never have discriminated to anyone, and have provided good comfortable housing to tenants. There is no rent control in pacifica since the city council voted against it, and there is not enough housing in pacifica, so this should not even be an issue, and the apt building should be re-0pened. as i recall many yrs ago the tongs requested a seawall and it was denied, and when they requested rocks it took 6 yrs to get approved. I hope this is not becoming an attempt to take over land to draw tourists in , as what happened to the sutro family, sutros kids lost out on their family fourtune, and the city of s.f has used his land to draw people into the city. The tongs do have a right to there property and land as any other homeowner and it is a shame what is happening to them and to the tenants .i was not a victum of the evacuation but a neighbor who feels for the owners and the evacuees.
Tong is also the guy who filled San Pedro Creek at his ranch. Built a giant steel frame horse area cover without permits. Did work on the stables without permits.
Look him up and learn about his history. The guy is bad news. Plus he is bankrupt and the taxpayers have to pay to destroy his roach infested apartments.
Also he defrauded his investors in the Brentwood Lodge.
It is a crying shame when City of Pacifica confiscates the property of someone who housed hundreds of people (now homeless like we need more of that) and was paying a ton of taxes.
This city will not stop until it makes property rights of the owner subordinate to that of the nimby public.
If you own rental property within a mile of the ocean, you should be voting against the two rent control candidates this fall, because they are out to take your property rights and you won't be able to have your own kids living in your basement by the time they're done.
i know the history of the tongs and the creek, but what does that have to do with their building that can be useable and lived in immediately. their building is liveable looks great and we need to get people in there , like i said, not enough housing for the increasing population of pacifica. and why is it, that long time homeowners cannot add on their homes for their increasing families, without paying an arm and a leg. what is going on with pacifica?
I think clean up pacifica, really means clean out pacifica, meaning clean out all homeowners, and bring in new rich homeowners, isnt that similar to what ww11 was about. if homeowners do not stand up for their rights, their land, their homes, and families, they will be wiped out. take a look at that history.

Tinfow said something incredibly stupid one day, she said oh we plan on getting money back from Mr Tong after his bankruptcy. Ms Tinfow you may not know how bankruptcy works, Bankruptcy you get debt like money the city hopes to recover discharged.One phone call to our city attorney and she would have explained this to you.
Your quotes were printed on the media and I saw it on TV. My phone was ringing off the hook for a week with colleagues who say it who said WTF dear god she doesn't understand the basics of bankruptcy.

i have read that also that tong is to pay in time, as so many millions who have filed bankruptcy. half of what was said about the tongs was true, the other not true. bankruptcy is not a crime,.cant tell you how many people i worked with that filed bankruptcy, and bought bigger homes within 2 yrs, so its better not to judge the tongs who suffered a couple of emergency situations. they do have property still, they are willing to rent and provide homes for those in need. and for the other person who remarked on the tongs character regarding mistakes. what i have to say on that is - anyone who has not make a mistake , let him throw the first stone.-
by the way you do know that Tinfow got a raise, i believe it was 16,000 more a yr.
tingow got a 16,000 dollar raise this year, in what is claimed to be a near poverty city of pacifica. cliff erosion has been known in pacifica since 1980s when the first cliff fell at shelter cove. nothing was done to protect the cliffs for all these yrs. when the tongs wanted a seawall it was denied, and when they wanted rocks they had to wait 6 yrs for approval. in all those yrs the tongs have allowed many residents to reastablish their lives in society, with low rent , with many having physical disabilites and under drs care. they could of asked for very large rent but they did not. i have seen them help many enter into the work force, and this they should be commended for. they did help the community, and i do believe in seeing the good in people, and i have seen the building 310, and i think it should be reeopened, there are to many people in pacifica that need housing. i do not respect the city council for downgrounding the tongs , as it forms a hatred amoungst people, and when that happenes their is always violence, half of what the media said about the tongs is true.

The tongs will pay back, if the tongs were allowed the seawall in the first place, no erosion would of happened, or even if rocks were allowed before a 6 yr wait. i think the pacifica city council, just wants high class residents, millionaires in town, and everyone else just to move out, move along, sell out, get out, so millionaires can take over, just take a look at the first 2 million dollar homes built about 4 yrs ago. and now with the 4 million dollar homes. all bad focus is set on the tongs purposely, so attention anywhere else that is done to harm our properties is ignored. Its time for us to see what is really going on in front of our faces, and behind the walls of the city hall. middle class is being pushed out with the costs of permits , have you checked to see what a permit is to put in a window or a garbage disposal in your own home? this is how councils get people pushed out of their homes , and out to ghettos, with high high costs. yet i do not see many people standing up for their homes or property. remember the exodus.
I remember the city tried to extort a trail down to the beach from Tong in exchange for giving him a seawall permit. Did he end up paying for the path to the beach across from Land's End Apartments?
from what i know of that property, tong would have to knock out a couple of apts to make a trail to the beach, maybe four apts, 2 upstairs and 2 down, or maybe more, because his property line ends at the last apt. the open space near the apts belongs to lands end. so asking tong to demolish apts, in exchange for a permit would definetly be an illegal act on the citys part, if that is true. knocking down apts is a large loss of money.and tong has no room for a trail, or had no room for a trail at any time.a request like that is a near impossibility. Lands end has and always had the extra land for a trail.

There used to be a set of stairs west of Lands End and north of the apartments on the cliff that went down to the beach, but they were always falling apart. They eventually built the trail down to the beach that exists now, and I was wondering if Tong paid for that.
I did see a request for stairs leading to the beach from the lands end associates, corporation, so i think it had to be lands end, since it was lands ends land, but i will ask tong.
the stairs were not on his property, which tongs property on esplanade is only apts, and no other extra land on the sides, definetly no way to make a trail, so he did not have to pay , the stairs are on lands end, and i dont know if the city paid or lands end, but probally the city.

1202, in this instance, the other bankruptcies were not mention because they not related to the 310 Esplanade property, building, evacuation, appeal, lawsuits, or potential appeals or lawsuits.
City Manager Lori Tinfow is doing her job in the public interest; and based upon her public statements, your comments attempting to "denigrate" her, the geological report, and the City seem to be unfounded.
The loss of the Tong family's investment, and peoples homes is unfortunate and sad, but it's hardly the fault of anything other than the eroding Esplanade cliffs.
It would of been appreciated if our city Manager Tinfow, would just give a report, but to repeately blur out blame, fault, bankruptcies, as though it were a crime is not professional at all, all it did was stir up anger amoung alot of residences, and we do not need any more angry citizens in pacifica.There is a professional way to handle things, without stirring up a commotion amoung citizens. I understand she had a job to do, but if you read all the articles, and seen all the videos, and heard all the comments around town as i have, you would see what I mean. and yes you are right the fault is non other than the eroring esplanade cliffs, but that was not the fault of the Tongs, but of the storms. Maybe you dont know what the tongs have tried to do and have done to save the property, thats something for you to look into , really it would surprise you. There is a way to keep peace in a bad situation, and I believe all politicians learn how to do this, before they enter office, . How Trump got away with filing 4 bankrupcies, and coming out as almost our next president is really something, he never received any blame on the media.

Had he owned 310 and 320 as separate entities. Like 310 Esplanade LLC and 320 Esplanade LLC he could have put them in separate bankruptcies.
Owning property like this in your own name is insane and not too sophisticated. If you own all your property in your own name one property problem aka a lawsuit can threaten all your property.
@Steve, that was Van Ocampos that did that. Tried to shake them down for $60 grand to build that trail. He got promoted to head of public werx shortly after that, I don't know if he's still around or he got booted with George White.
Steve (3/25, 1023 PM), here is how it went down. Vreeland wanted a trail as a condition of doing the rock and work on the cliff. That road was built to get heavy equipment down to the beach. If we had anyone at city hall who wasn't a simpleton, we would have known we could have used the road built to get heavy equipment as a trail after. You want an question answered ask a fisherman =).

Each Council Member is elected for a four year term, this year two seats will be up for the vote. Each year the Council elects the Mayor & Mayor Pro-Tem.
I wonder if these two will be new to the council, with some new ideas , or someone who has already been on the council, thanks

What new ideas are you looking for? The City needs progress, and a better revenue stream. The current City Council majority Nihart, Ervin, O'Neill represent that position.
More than 50% of the City is permanent open space, that doesn't help. Some people in the City don't want to help, they just want nothing, no development, no progress, even City default (while at the same time twisting that into a "living in our neighborhoods" slogan).
housing for average income and growing pacifica families, homes in which the average pacificans can afford, is one issue. Maybe concidering a harbour in place of the pier is another thought. what does the pier actually do anyway, but bring fishermen in, seems they bring their lunch with them, so they are not spending money in our shops. cant a harbour take care of the ships just like the pier does?
seems a large amount of money spent to fix the old pier, when a harbour would benefit the city more, and bring in money. I always have to go to princeton to buy fresh crab, and many i know do the same. a harbour might bring in more money, and do even more than a pier, i may be wrong, but just a thought.let me know what you think.
