.... The Harbor District had already spent as much as $78,000 earlier this year investigating three workplace complaints. Two of those complaints were filed against Brennan by employees; the third was made by Brennan against district General Manager Peter Grenell. .... In July, Grenell reported that all the cases were closed. But district Finance Director Debra Galarza’s claim states that her grievances remain unresolved. .... The district was supposed to take remedial action or impose discipline, but no such actions were taken, Galarza said.
.... The board approved hiring Margaret Kotzebue, a workplace investigator out of Walnut Creek, for a fee of $195 per hour. No cap on the contract was specified. Brennan abstained from the vote." Read article.
