The Work Plan is not intended to be comprehensive of all work underway by the City. Think of an “iceberg” - the projects and initiatives of highest visibility and priority to the Council are those found above the water line; the myriad other activities such as responding to 911 calls, issuing building permits, paying bills, filling potholes, hiring new staff, etc., often are not as visible and could be described as below the water line.
