Reminder City Council meeting, today, Monday, April 28, 2014


Attend in person, 2212 Beach Boulevard, 2nd floor.  Or, view on local television, schedule Pacificcoast.TV, (formerly pct26.com), or try live feedThe meeting begins at 7 p.m., or shortly there following.  City council updates and archives are available on the City website.  

Television viewing delayed until 10 PM, technical difficulties. But that didn't work.

Pacificans for Highway 1 Alternatives (PH1A) presents its petition to Pacifica City Council on Monday, April 28. Please attend this important meeting and sign the petition here online (click link below). The petition reads:

"Caltrans' plan to widen Highway 1 is not good for Pacifica. It will cause more problems than it will solve. I support pursuing a combination of alternatives that can improve traffic congestion on Highway 1 and that will be less damaging to Pacifica."

759, you may be first, I insist. And, well, 10 PM is sure better than no opportunity to view this city council meeting.

Also, its not nice to be so ungrateful, glad to have some kind of a TV station, the volunteers all do the best they can... but the TV station seems to be another thing that doesn't seem to function very well in Pacifica. And I suspect some of these issues are the result of ongoing, long term city revenue inadequacies. Right NIMBIES?

Tod got into it with the highway one people who were shouting at him from the back. Karen could not maintain order. It was total Pandemonium. Todd flipped off the highway one people saying "Free Speech". Yelling at Ian Butler. Tasa and Spanheimer ejected him. Watch the tape , this happened in public comments.

Van O'Campo (Director of Public Works) summarized the highway development process: 20 years work, the conceptual phase (including the EIR) is done, design is the next phase. If the any of the EIR complaints of the pending lawsuit prevail, those conditions will be amended. The EIR has taken 2 years to complete. Following the lawsuit, assuming the highway project prevails, there will be public information meetings. Monies available to build this project are available now. (Item 6, highway widening.)

Should the pending lawsuit prevail requiring substantial concept revision, the project will fail. Should the "alternatives" demanded by the anti-highway widening group prevail, the project will fail. The end. The process and EIR would start over, or more likely start never.

As far as I could tell, Van Ocampo, was the only speaker not openly opposed to the widening. He spoke factually. Ridiculous to expect him to do otherwise in his official role. He's not a politician with a windsock on his head.

Where were the 99%?

They claim 1200 signatures but this is not a legal petition so there will be no verification of authenticity or residence. Also hoodwinking people outside of Safeway into signing a petition they didn't even read is not a good measure of opposition. Never the less 1200 is only 3% of our population. It probably IS closer to 1%.

First of all Karen proved who she has an allegence too. When the Pacificans for highway 1 alternatives were yelling and screaming she should have warned the whole crowd and kicked anyone out who disobeyed her. She only asked Tod, to speak to the council and ignored the screaming mob of hecklers.

City council is a one way street. No rules have to be follwoed if your a hippies nooobees and nimbys.

The very reason why this city is dysfunction junction.

1215 I wouldn't predict gloom and doom just because Ervin stood by and let Tod get himself ejected. She did what she could to help him, and did it with kindness, but that audience knew where his buttons were and stomped 'em. Tod Schlesinger was their warm-up act.

Tod is the one who was not following the rules. People were laughing at him and he lost it. He verbally attacked people in the audience and people shouted back at him that he was out of order. Tod gave them the finger, then he was screaming for order and yelling "Free speech."

Let's think like a local politician, make some assumptions about who's in the petition sample, and frame the issue in terms of votes. It appears the opponents were aiming for a meaningful statistical sample of 10% of Pacifica's 22,600 registered voters. They came very close with a sample of 2000. Of the 2000 they came up with 1200 signatures or 60% of their sample. The other 40% declined to sign for various reasons. I believe they said they used Linda Mar for the sample which would seem to make sense. 60% of the sample were opposed. As we all have seen, this is a council that loves polls and statistical sampling. They are unlikely to ignore this sample showing 60% opposition. Easy way out for them, and probably the fairest method, is to call for a larger sample of registered voters, impartially and professionally taken, before they cast their own votes. If some judge doesn't bump them off the hot seat first.

1212, the issue is delivery of a factual summary by Van Ocampo, Public Works Director/City Engineer, Engineering Department (shown on the link, also my misspelling of his last name is corrected).

But now you're fussing that Van Ocampo's college degree is from Canada, and not Engineering. Huh? Canada has good universities, just as in the USA. And turns out, Van Ocampo was qualified for the job, and hired by the city.

1215, whatever disruption may have been occurring in the audience was hardly noticed in the televised version, as is so often the case. Tod said the city should countersue those who bring lawsuits against the city. He was likely referring to the anti-highway widening lawsuit that was thrown-out, and possibly the lawsuit pending. Tod has lots of courage, often interesting ideas. He is articulate, often entertaining; and to our benefit, he attends city council meetings and speaks on a regular basis. Hurray for Tod!

122, two months to collect 1200 signatures? You folks must have worked very hard, and spun the usual NIMBY theme: whatever fear the folks want to hear. We've been here prior. Love those windy giant concrete "soundwalls". That was a whopper, except as Councilmember Len Stone pointed out, "sound walls are not part of the concept design". Hence, NO soundwalls are needed for this highway widening.

Let's break this down to how it went down.

Tod, started talking then he said something Hal Bohner, the little peons Peter Loeb, and Pete Shoemaker and Ian Butler and the rest of the nimby's started yelling at him.

The fair and right thing to do is to warn everyone. It was Tod's, 3 minutes to talk to city council. Not the nimby's 3 minutes to heckle him. Karen should have warned the whole room, one disruption and or applause and you get removed.

Karen, better read up on how to be a strong mayor because she failed in her first time to shine.

Kathy, respectfully, I had two separate contacts with petition walkers and neither one mentioned sound walls, retaining walls, or concrete. They questioned whether widening would fix the problem and what damage it might do to Rockaway tourist business. The older guy mentioned how the highway through Manor had ruined the town. I favor grade separation so my signature didn't exactly get a high five. For what it's worth, most of the residents on my 20 home street, old-timers and road warriors alike, signed the petition.

302, again the highway summary information review delivered by Van Ocampo was good and clear. He's the guy with the title, passed all the civil exams; he has the occupation and education trackrecord. The city hired him based upon that profile, because is qualified enough for Pacifica. Contrast that to your diverted anonymous one-liner, unqualified, attempted smear comment.

307, yes Tod is "quite intelligent and has valuable insight into Pacifica's dysfunction". And he is willing to stand alone to make valuable points that stand-up. Credit to him. Guess you remember that much, because you're talking about him rather than someone else. As 306 says, "it was Tod's 3 minutes". Everyone is entitled to their "3 minutes to talk to city council" period.

As for the aging Einstein quote, go ahead tell me that you don't do the same things over and over... and so did Einstein.

335, with the nice exit and access lanes at Rockaway, the highway widening should be beneficial to Rockaway business and eventual quarry development. One thing most of us have in common is that we all want city benefits, and we don't want more city taxes. Quarry development might solve most of that city financial gap.

I don't know what to think of your petition. 60% of people approached nicely may tend to sign petitions, depending upon the wording and the presentation.

Over the last several years the few times I did go to a council meeting Slesenger was being egged on by members of the Chamber of Commerce board. People like Chris Porter, Jim Wagner and his co-joined twin March Stechburp. Tod would get up bitch and moan about this or that on every item and then return to his little circle of Chamber of Commerce antagonists for pats on the back and atta boys from his handlers.

It's too bad the TV 26 camera's don't show that side of Council meetings, the back side of council meetings.

No surprize Mary Ann was not there last night. She would have had to face both her masters, the Chamber and the regular everyday residents.

542 That's the point. This Council has already displayed an obvious soft spot for surveys and polls and statistical sampling. They believe in them enough to put it up to a vote. BTW from my limited experience with these pollsters, they were making the rounds on Saturdays, but you can construct any scenario that works for you.

These people keep mentioning alternatives and they have none. Traffic light timing has been said not to be viable here by the company that does the installation. I guess they dropped the overpass idea. And what else? Oh yeah, buses.

You're the town joke after that stunt you pulled with the coastal commission. So from what I hear from someone who saw it, most of the signers of that petition are not even residents of Pacifica. These people could only muster about 15 people to show up at their last rally. I doubt there are even 100 Pacificans that support them in ernest.

Sorry Todd but I have never egged on Tod to say anything for me or to Council. You know me well enough to know no one speaks for me but me. I talk and listen to everyones opinion and then form my own. Was talking with Peter Loeb on Monday night and presently do not agree with his stance on highway but does not mean I asked Tod to argue with him, Hal or Ian. Your comment about me was so out of bounds it's comical. Thanks for a great morning laugh.

The main thing that came out of that council meeting was that if the city rejects the preferred landscape median alternative there are no other options except no build. Caltrans would move on to other important projects with more chances of being completed.


This again is what the "alternative" people really want.

The Acute Gap In San Francisco's Housing Production Versus Need


With 18,087 housing units built in San Francisco since 2007 and another 12,340 units entitled for development, San Francisco is within 2.5 percent of the minimum number of housing units (31,193) for which the city was to have delivered or in the works by 2014.

While within reach of its overall goal, the City of San Francisco has only produced or entitled 57 percent of the housing units which were to be allocated for those with incomes below 80 percent of the area median. Even more striking, the production of housing for those with moderate incomes of between 80 and 120 percent of the area median income is at 27 percent of plan.

The production of housing for those with incomes over 120 percent of the median in San Francisco, currently $81,550 for a single person or $116,500 for a family of four, is at 176 percent of plan.

At the same time, the population of San Francisco has grown faster than forecast and the Regional Housing Need Allocation for San Francisco adds up to another 28,869 housing units by 2022, 43 percent of which are intended to be for those with incomes under 120 percent of the median.
