City Council meeting, Monday, April 28, 2014.

Item 6.  Fall, 2014, may another NIMBY lawsuit "bite the dust",
so that needed highway 1 widening may finally move forward.
A.    CA government code 54956.8.  Conference with real property negotiator, Lorie Tinfow, to discuss price and terms of property APN 023-073-050 and 080, City of Pacifica and Dave Colt.

1.     Approval of  disbursements, fiscal year 2013-14, 3/26/14 - 4/10/14.

4.    Advertise for Sealed Bids to install a new generator and upgrade electrical and mechanical systems at the Linda Mar pump station. Sewer facility construction fund 34, approximately $600. Staff Report.

Consideration
5.   20 San Mateo county cities, plus San Mateo Memorandum of Agreement (MOA) with the Peninsula Humane Society  sharing construction and maintenance cost for a new Animal Care Shelter, 12 Airport Boulevard, San Mateo, CA.  Construction will begin July, 2014, completed 12-18 months.  Resolution, and Agreement. 
6.    Highway 1 widening project public meeting planning notice, pending lawsuit expected to conclude Fall 2014.  No action.  Staff  Report.
7.    Fourth of July Report update, accept report.  No net cost expected. Staff Report.
8.    Amend the 2014 city council liaison and committee assignments.  Staff Report.  (Reference: Council Assignments 2014).

Is that $27,000 and $37,000 what we have to pay per month or year?

After the Chang lawsuit this may be a mute point.

922 PHS needs a new animal shelter. SMC will advance the 15 to 20 million construction cost and the 20 cities who use PHS services will repay the county in annual payments for 30 years. Our payment will be $27,000 to 37,000 depending on final construction cost. This is in addition to the $304,000 we pay annually to PHS for animal control services. That figure can increase yearly. It's all based on city usage and city population, 80/20.
Don't worry yourself about lawsuits and money. That library/council chamber complex will be a gold mine. You betcha!

Is that $27K a year or month? Is this a done deal?

857, 922, "...an estimated annual cost of $27,874 to $37,288 depending upon the final cost of construction." See Agenda, Item 5, Resolution, (pdf). The text is located on page 2, second paragraph from the bottom.

Item 5 is listed on the Agenda under "Consideration" (open to discussion and citizen comments), but as you suggest "its a done deal". 20 cities plus the county are signing resolutions to share cost for the new animal shelter facility in San Mateo.
