the plan was the Residential Energy Conservation (RECO) and Commercial
Energy Conservation ordinances (CECO). Those would require energy
conservation upgrades during property title transfer. If those
components were removed from the plan, Pacifica's climate action goal
would be adjusted down to 35 percent below 2005 levels.

Such a nice thing to hear.
It's all bad. This ordinance should disappear altogether. People are above and fairly responsible here in Pacifica already. No more interference, tax, credit, whatever you are calling it these days. Cause these days, that kind of burden is only harmful to the little guy/gal. There are no rich people in Pacifica. I think the average Pacifica family is taking care of more than just "their" family. What would help more is building the library, fixing highway. Those projects will generate lots of business for everyone. Protect our small business and average homeowner. Protect our environment.
Agree with you 949 except for the library. Better to put commercial in it's place.
