Public input in replacing one bridge between two cities

Palo Alto Daily News/Jason Green, Staff Writer, 2/28/14.  "Bridge replacement plan continues to divide Palo Alto, East Palo Alto residents."

" Residents of East Palo Alto and Palo Alto still aren't seeing eye-to-eye over a plan to replace the 102-year-old Newell Road Bridge that connects their cities.  .... The bridge is being eyed for replacement as part of a flood protection project along San Francisquito Creek."

Options between the two cities include:  1) two-lane span current alignment, 2) two-lane span improved offset between two roads, 3) one-lane span, 4) possibly leaving the current bridge in place. 

Four choices, five opinions.
One choices is best, why ask?
....  "Palo Alto City Manager James Keene stressed that a decision regarding the bridge would not be made without a full vetting of all the options and input from both cities. But he made it clear that the span would ultimately have to be replaced because it constricts the creek.  .... "We're trying to get everybody unhappy with us for different reasons," the city manager quipped."  Read more.

"The San Francisquito Creek Joint Powers Authority (JPA) has been working to solve flooding problems along the creek, and rebuilding the bridges by 2015 is part of an overarching flood-control plan. A Caltrans-funded project will also restructure the bridges on both east and west sides of U.S. Highway 101. 

By December 2015, the work should result in protection against a flood almost equal to that of 1998, at any tide. The Middlefield and University bridge projects would then be constructed to accommodate a larger, so-called 100-year flood..."
