CA government code 54957(b)(1), Public Employee Performance Evaluations:  a) City Attorney, b)  City Manager. 

Open session, 7:00 p.m.
Consent Calendar 
1.    Approval of  cash disbursements, fiscal year 2013-14, 11/13/13 - 3/7/14.
2.    Approval of  City Council Minutes, 3/10/14.
3.    Resolution approving settlement with San Mateo County regarding disputed Property Tax Administration Fee (PTAF) assessment, FY 2006 - 12/31/13.  $59,498 refunded to Pacifica.  Staff report, see agenda for exhibit spreadsheet, and settlement agreement.
4.    Development of a Pacifica State Beach and San Pedro Creek  Bacteria TMDL Monitoring Plan to be submitted to San Francisco Bay Regional Water Quality Board, 6/2014.  Consultant agreement with Eisenberg, Olivieri and Associates, $32,300.
5.    Resolution, Summit at Skyline Drive/435 Gateway Drive condominium map, (conversion of apartments to condominiums).  Staff summary and resolution.
6.    Authorization to advertise sealed bids,  2010 Cal EMA 500 Esplanade Storm Drain Outfall Trash Capture Devises project (CA Coastal Commission requirement). CalEMA funding match is 75%.
7.    Notice of completion, the 2010 CalEMA 500 Esplanade Storm Drain Outfall project.
8.    San Mateo County cities letter of support requesting the State aid Local Government Financing Budget Item 9210, Insufficient Educational Revenue Augmentation Fund (ERAF).
9.    Approve transfer of excess FY 2012-13 parent fees and State grants to the child care reserve account.

10.   Implementation of the City of Pacifica Communication Plan 2014, 24 pdf pages.
11.   Resolution, mid-year City general fund budget report, FY 2013-14 amendment.  Staff report and resolution.  Estimated ledger summary:  expenses $27,340,000, surplus $546,180.

The residents of Pacifica did another good job with recycling, and the city just gets a check for $40 something thousand the other day.

How bout tossing the rate payers a bone or two Recology. We are the ones going through the garbage like racoons sorting everything out for you, we are doing your job and the city gets the $$$.

City Hall is back up to the old bag of tricks. When people complained abotu the council adgenda coming out too late for the meeting, the City Council started putting out the adgenda a week early.

Now they are back to the old bag of tricks sending it out on Friday before the Monday Meeting.

I know you are reading council members, move it back to One week before the meeting.

The mysterious disappearing surplus.
Adopted budget June 2013 contained a $1.8 surplus. Mid fiscal year surplus is now $546,180.
Where did the $1.3M go??

#11 According to the staff conclusion "our operating budget remains balanced but precariously so." No kidding. Also in the conclusion, the city continues to rely heavily on Excess ERAF Funds from the state to balance the budget despite a warning to cities in 2011 from the state not to do so as those funds would be phased out.

The surplus is in the same place as Sneaky Pete's 7.5 million dollar surplus.

Take a look at the bills they pay you will know where the money is. They waste money like they print it in the basement down at City Hall.

They should not be spending 1 dollar that is unneeded. Cut all the crap. Council thinks they are buyers for some fortune 500 company. We are poor, we are broke. Stop spending and start cutting more.

$586.00 a night hotel rooms for Mary Ann and Sue to go on a conference.

ATT Bills up the gazzoo

Verizon cell phone.

Many many ATT phone lines. Hell Comcast Business Class is cheaper and they will give them $150.00 if they can't beat the current plan.

Bridge toll payment for the city manager

Cab rides and parking reimbursed to the city manager

She makes $200,000 and she wants an assistant city manager, let her pay her own damned bridge toll, or let her ride Bart.

For all Mary Ann's conferences, committees and meetings, what has she learned? Certainly not how to understand voters didn't want another tax. Something 60% uf us knew.

Cut the bottled water, trips, ipads and the rest of all this crap. Stop spending money like we aren't broke.

718 I do believe that commute costs were part of the City Manager's employment contract for some period of time. Standard stuff at that level. The details often get lost in the euphoria over the latest savior's arrival.

I am interested in a property in Pacifica that is located on a paper street. The property is also zoned R1-Hillside. What do I need to do to build a home on this kind of property in Pacifica?

Our city manager makes $200,000 a year. Let her pay her own damned Bridge tolls. After all I am sure she knew she would have to take Bart or drive across a Bridge to get to Pacifica.

452 Commute costs for some period of time were included in her Employment Contract agreed to by this Council. You probably shouldn't read the agenda item with all the details.

Franky it bothers me more that council members are flying to conferences and staying in 5 star hotels on our dime. They need to take away the ipads and checkbooks.

452 For your peace of mind, or not. Looked at the CM's employment contract with the City on Pacifica Index. Boilerplate. No specific mention of transportation cost reimbursement but she does receive a $553 monthly vehicle allowance that will be evaluated annually in consideration of increased costs to own and maintain a vehicle. As far as moving to Pacifica, the city allowed the CM a relocation and housing allowance of $2000 per month to be paid for 6 months to assist with the relo. Maximum $12,000 and invoices must be submitted to the City Attorney evidencing all allowable costs. Well, somebody's got to approve it. Public record or rabbit hole? Perhaps those bridge tolls are reimbursed under the General Expense provision of the contract for job-related expenditures. Who knows? All the usual benies any dept director would receive plus a city-paid $400K life insurance policy and a $5K annual payment into a deferred comp account of the CM's choosing. Oh, and a $180K annual base salary which is less than the predecessor. It could be worse.

Big deal. Oh she went and begged for money to pave Linda Mar Blvd.

So does this get done this coming summer 2014 or summer of 2015.

Had they put the 1 million a year into fixing streets, instead of dumping in the general fund, we wouldn't have the worst streets in the Bay Area.

This was the same on the Bob Newhart show, everytime some one said hello Bob, you take a drink.

I propose the new Pacifica game, every time Karen, says UMMMM, You have to take two drinks cause it is really annoying.
