Item 1. Certify the Final Environmental Report (EIR), site development permit, use permit and sign permit for construction of a 3-story, 96 unit Assisted Living Center at 721 Oddstad Boulevard. The project includes 3 buildings and underground parking. San Pedro Creek boarders 2-sides of the property, located behind a single-family house at 725 Oddstad Boulevard. The site is approximately 2 acres of land, previous use was agricultural. Current zoning is C-1 (neighborhood commercial), no change.
Reference. Final EIR, 10/2011, on city website, broken into sections. Previous DEIR, 5/2011, 72 pages. Project applicant: Ken Winters (Contact), WDM Marketing Consultants, LLC , San Francisco, on behalf of the owner, Cabot Sheley. Applicants Agent: JC Engineering, Pacifica.
Item 2. Use permit on behalf of AT&T to install 4 wireless antennas at 685 Manor.

LOS F, unacceptable when we have an "economy". 3 feeder roads into the 1.3 mile highway 1 bottleneck. Why are we talking about this again, and on the 11/21 Planning Commission meeting agenda article, which includes the proposed Assisted Living facility, and AT&T cell antennas?

Do I understand this correctly. We have too much traffic impact for the assisted living project, but not enough to warrant fixing the highway?!

Kathy, even Caltrans has had to show through it's most recent studies the CP project area LOS is now at E with or without the Oddsted project. I think that is sweet.
Todd, even the existing city council, with exception of Sue Digre, has more vision than that. What is your vision for this city?
The time for fixing the problem (and there clearly is one) is now while traffic is lighter. Employment has been way-off for at least 3 lagging years. And in Pacifica without a balanced city economy we drive for work and services, as do those living south of us on the coast.
CA unemployment is currently 11.9%, and in San Mateo County 8.3%. For under-employment, at least double that.
Kathy, we will never agree on this issue. Lets leave it at that

Just a reminder that the hearing on the Assisted Living Center is on Monday night starting at 7:00 P.M.

In a very long meeting adjourning at 11:50 PM, the Planning Commission approved the assisted living center project on Oddstad Blvd. and has sent it on to Council for their deliberation and action. Five of seven commissioners in attendance.
Congratulations to Planning Commissions, the 4-1 vote tonight (11/21) will move the 96 unit Assisted Living project forward to City Council. Comments were thoughtful, efficient and the Commission worked together well with the applicant's consultants. The best part, there were no unnecessary delay hang-ups.
Commissioner Leon voted against the project because he wanted the smaller "B" footprint, with 18 fewer units and more outside distance from the creek. Commissioner Langille was not present at the meeting.
Protection of the creek and Steelhead trout was a large part of the discussion. I liked Chair Campbell's comments about preserving the creek with modern solutions, not armor. Vice Chair Gordon, Commissioner Evans and Director White moved the process toward the vote. Commissioner Clifford offered some important design comments. Commissioner Leon considered many environmental details, which were discussed with the consultant, it seems he would have preferred to continue the Commission's decision to future meetings.
Most members of the public who spoke made good supportive points. And, its great to see the Chamber represented at these important meetings and on the blogs as well. (Courtney Conlon, CEO, Chris Porter, President).
In the spirit of "sure build it, but just not here", one out-of-towner said "build it on the highway", where the quarry? And, as Tea Party Anon might say "what about the property rights of this owner/developer?"
I predict NIMBYs will show up in force at Council meetings to oppose the Assisted Living project. The Council will then send it back to the Planning Commission. The Planning Commission will then send it back to Council. The Council will then send it back to the Planning Commission. The Planning Commission will send it back to Council.
