I believe the controlling law is found in the CA Muni Codes. Vreeland or any council member has to have 4 UNEXCUSED absences within a 60 day period from regularly scheduled meetings (the ones held every other Monday) before he can be removed from office. Don't you think he knows that? Also, it seems his absences are for a continuing medical problem which would be an excused absence. Every time he reappears he restarts the clock. And he knows that, too. If you're serious then be of good cheer because recall is always an option. Get the Measure L team to run it. Or wait 3 years and watch him get re-elected.
