I'm afraid to look closely at those labor contracts or the salary increase for the Police Chief's position. Something tells me the days of frozen salaries and benefits is over--if a freeze ever honestly existed in Pacifica. We're rolling in revenue, right?
Item 8 loaded. Marketing brochure for position of police chief contains new, higher salary range which is needed because "...the salary we offer has fallen well behind the market." Uh huh. The brochure describes Pacifica in glowing terms and mentions that
"the city is in preliminary discussions with the new owner of 87 acres of privately-held coastline property known as "the Quarry" to determine appropriate development." Really? What does the city think is appropriate development for privately-held land? Is it a secret? Since when is this city an expert on development? Or is it bullshit for a brochure?

From the MOU between the city and the POA which precedes actual negotiations and covers contract years 1/27/15-6/30/18, "Costs associated with this agreement are estimated to be approximately $210,000 in increased salaries and benefits over the life of the 3 year agreement." Could be worse. Of course the details describing exactly how the can is being kicked down the road were discussed in closed session, but history tells us the can is being kicked and the taxpayer is in it. Not enough details? We do have some low-hanging fruit right out in the open re the police chief position. Pension 3% at age 50. Made really delish if they can rack up big numbers in the last year on the job--and you know they can. Temporary promotions, special assignments, yada yada, to be enjoyed for a lifetime.

Thank you for your revealing Infogroup photo.
For months Pacifica.city has been asking why 7-Eleven is the only business in the city that isn't required to have a sidewalk.
It's an access point to both a public preschool and Ocean Shore and by both Pacifica Municipal Code and State Law it's required to have a sidewalk there.
Instead it has been 24/7 parking for three vehicles for ten years.

649 Meh. It's not an unheard of arrangement in the Bay Area at that level with public and private employers. Probably made more common by a crazy housing market. She's got 2 years in, maybe 2 to go. Maybe. She can do better. Unlike most of council's discretionary spending, this isn't a total waste.
Honest questions for Pacifica.city:
The Hickey Blvd location is an existing gas station. 7-11 is simply coming in an rebranding it. It will still be a gas station, but also a traditional 7-11. Is your issue with the specific franchise rather than the market it serves?
If the location was bought by Gas-n-Grub (fictitious) instead, would you be okay with that?
I don't see the location ever being anything other than a gas station. Who would buy the property with all the remediation issues that would go along with it? You'd have to pull the tanks, excavatw the soil, etc., and you would assume all future liabilities for water contamination and soil pluming.
If you're arguing against a gas station of any sort, you're not being realistic. If you're arguing against a 7-11, what is your case against it -- hadn't a 7-11 in all but name been operating there already?
7-11 already owns the property. Are you willing to allow it to remain vacant and decay until such time as another quick mart operation purchases the location?
You don't want a 7-11 there. Fine. What DO you want there given the realistic constraints on the property?

That location has been a gas station since 1985 and will likely be a gas station for the remainder of the life of anyone reading this.
We'd prefer one that has not historically shown themselves to be bad stewards of their City of Pacifica business permits and State liquor licenses, no 24 hour service, no liquor license, and a much lower building height with less signage.
It is the Planning Department's official position that:
"It is inappropriate for the City to bias its review of a land use
entitlement application based on speculation that code violations may occur in
the future"
We argue that the best predictor of future behavior is past behavior.
The 700 Hickey Blvd location had abandoned alcohol sales prior to 7-Eleven's purchase of the property in February, after which the Chevron (now owned by 7-Eleven) stocked a very limited selection (less than sixty cans) of beer and no wine until they closed two days after Betty Duran filed her City Council appeal.,
Thus they are required to file for an expanded use with the ABC, which could be blocked by any resident within 100 feet who complained, and there is an apartment building within 50 feet.

However, the property is owned by 7-Eleven, passed regulations, and has been approved with tons of conditions by our Planning Commission.
Thus, 7-Eleven has a right to redevelop their property site, and to franchise their convenience store with gas station. Once City Council confirms: done.
7-Eleven provides a business service to our community, and has been a good enough neighbor for two (2) of their convenience stores to survive in this weak economic City.
Some of us continue to wonder what underlying, core motivation has forged your time-consuming, negative campaign against 7-Elevens in this City.
The objections do seem to center upon the fact that it's a 7-11 which will operate the gas station there. In all other respects, the business will operate much in the same way it has for several decades. If it's a Chevron operating a QwikMart or a 7-11, I'm not seeing much daylight between the two.
It's up to the appellant to articulate their case against this business. I'm just not seeing much of an argument articulated beyond "I don't like it."

Tom the broke ass city is giving below market rent to Steven Johnson, so he can run his art gallery and private business in Sanchez Art Center.
Our taxes are paying to subsidize his rent!
Pacifica.city 357, the more likely cost of gas stations, or convenience/gas station stores, or related auto facilities for sale in 2015 might be found on BizQuest.com: 1) in California, or the USA.
Although you did not link the $25 million New York State (somewhere) gas station (you've mentioned a few times), the BizQuest search indicates the cost is high, the location might have associated services or additional real estate, the station would be very profitable, and the number of such stations are rare.
Pacifica.city 351, do you recall from Planning Commission requirements the hours the 7-Eleven at 700 Hickey would be open daily (closing and opening)? Was the closing time 11 pm, or Midnight?
644 648 649 Concerns about financial controls? Duh. West Covina finances were just audited by the State Controller's Office and failed miserably. Scanning the highlights, it seems they operate very much like Pacifica. Sloppy sloppy sloppy. Wonder if an unaccounted 4.75 million would get us a state audit? Commission Chair Richard Campbell had a great line at the May 18 meeting:
"... It is such a change in use to live next door to something that closes at eleven o'clock like the gas station does now and then to suddenly find yourself next to a twenty four hour facility, if I were living next door or near that I would be very upset with that change.
... And I don't know if there's a way to limit hours of 7-Eleven to I would say seven to eleven, because that would be ridiculous, but something close?
I don't know if that's even within the corporate business model."
7-Eleven applicant Katy Schardt applied for 24 hour status and again requested that in the rebuttal to the appellant to be heard Monday (48 hours from now).
City Council can of course mandate more or less restrictive terms but as it stands now the 7-Eleven at 700 Hickey Blvd would be open until midnight at their scheduled opening of Feb 16, 2016 until May 28 2016 (a 365 days review after initial approval) at which time they would apply to receive 24 hours status.
Reading the text of the decision it is possible they refer to 365 days from Certificate of Occupancy which would be probably issued sometime in Jan 2016.

611 That may have been the case a few years ago (and not just for Johnson), but this council and the prior one have made an effort to raise Sanchez rents. Tenants are still being subsidized but to a lesser degree and that "public subsidy of the artists' is council supported. The closed session item may be the annual rent chat. Hear the dogs?

The only time restriction is that for one year they will not be allowed to sell alcohol after midnight and after that year they can apply to sell from 12-2am.

Walking down the beach just now fishing, I ran into a homeless guy. Turns out he knows more about Pacifica's finances than, well city hall, and city council!
Hell lets clean the guy up and put him on council. At this point what do we have to lose?
The cut off for liquor sales in California is from 2 am to 6 am. That just means people go into the 24 hour stores and steal it from stores that don't have locking beer and liquor coolers.
Actually the registers lock up when you try to scan alcohol, during the non allowed hours.
If you miss the 2 am alcohol cut off time, that is just piss poor planning on your part!!
Everyone knows you should go out on the 1 am beer run!!

We've had three federal or state-funded DUI checkpoints between Dave & Lous & Taco Bell in the last 18 mos, and drunk drivers waste valuable Pacifica Police Department resources.
The most recent HWY1 DUI campaign this spring netted 48 suspected drunk drivers in a single month and in 2014 there were PPD officers recognized with double-digit DUI arrests Officer Alan Dong 18 arrests, Officer Matt Sheedy, 14 arrests, Officer Dominic Albanese 14 arrests, the majority of which occurred at night on Hwy 1 itself.
Adding another late night liquor license at Dave & Lou's not only doesn't make sense, it puts late night alcohol ten feet from HWY1's DUI-drivers.

Alcohol-related deaths were the number one killer of Pacifica Adolescents, according to the last Partnership for a Safe and Healthy Pacifica, so if we're called both "angry hippies" and desperate republicans in the same thread...we're just happy we're getting our message through to the whole spectrum of Fixit Pacifica readers, who we're going to assume love their children equally.
You're right though that accident was only a half mile N of the proposed Dave Lou's 7-Eleven at 505 Linda Mar Blvd, and one thing is certain:
Adding two new late night off-sale liquor licenses at the gates of the City aren't going to do anything to help reduce DUIs accidents or the youth alcohol problem in Pacifica.
And if we being called a few names is what it takes to prevent one Pacifica kid from being killed in a DUI, we consider that a great deal.

@1229 You're the one who sounds desperate. Too many of us know the carnage drunk drivers cause. And some of us know drunk drivers all too well. Happy Hour often starts or continues in the 7-11 parking lot before hitting the road. I may not agree with all of Pacifica.city's arguments about a 7-11 liquor store in Linda Mar, but this one works for me. And I hope it's a deal-breaker for the city.
