Consent Calendar
1.  Approval of disbursements, FY 2014-15:  2/18/15 - 2/24/15.
2.  Approval of Minutes:  2/23/15.

3.  Continued proclamation confirming the existence of a local emergency: Storm Drainage at 380 and 400 Esplanade Avenue:  Attachment 1, erosion photographs, 2/26/15.
4.  Adopt the amended "Public Utilities/Residential and Commercial Antenna" Ordinance, Article 26, Chapter 4, Title 9, "Planning and Zoning". TA-103-15, second reading. Ordinance, pdf pages 14. 
5.  Resolution and Adoption for the Mayor to sign the County and 20 Cities of San Mateo Facilitation and Coordination of Animal Control Services Agreement, 7/1/15. Five (5) fiscal year County cost:  FY 2015/16, $5,900,000 (no increase); FY 2016-17, $6,077,000 (3%); FY 2017-18, $6,228,000 (2.5%); FY 2018-19, $6,415,793 (3%), FY 2019-20, $6,576,188 (2.5%). Pacifica: FY 2014-15, $274,037. New licensing FY cost impact estimate (trend, percentage):  $266,763 annual average, $1,333,813 five (5) year contract. Report, pdf pages 3 .

Consideration
6.   Completion of Oceanview Apartments ownership transfer from City of Pacifica to CalHFA. Fiscal impact:  forgiveness of the remaining loan, approximately $950,000;and, reimbursement of City payments (with interest), approximately $350,000. Report and Resolution, pdf pages 9.
7.   Long term Financial Plan update, 2015-20.  Report pdf pages 5,  Spreadsheet, pdf pages 5.
8.   Establish Fund 30 (a special revenue fund), from 1x 2014-15 Excess Education Augmentation Revenue Funds (ERAF).  Starting revenue $1,780,027.60, ending FY 2014-15 balance $1,694,027.60 (if funding FY 2014-15 Pacifica Resoure Center, $83,000, and Pacifica Beach Coalition, $3,000).  From this Fund, consider working with the Economic Development Committee to update the Palmetto Streetscape.  City/County Association of Governments (C/CAG) granted $1 million, City match requirement is $114,500, the work must start by 12/16. The Phase 1 cost estimate is $2,500,000, plus.  Also consider the purchase of Dave Colt's 5-acre, $583,000 parcel to complete the Coastal Trail system.  City funding needed to purchase the property is $339,000, (two grant requests are pending later in 2015).  Report, pdf pages 5.

Spotlighting some of these city council related expenses brings up an interesting point: What information do we, the people of Pacifica, gain from city council representation attending these regional and state conferences?
And is the information distributed to other city councilmembers and city staff? Generally, at city council meetings during council communications, advisement to the public is limited, often stated as "I attended (blank) meeting or conference", followed by nothing else.

City Council didn't learn anything at the conferences, but they stayed in a Holiday Inn Express!

1028 We have a Holiday Inn Express right here in Pacifica. One or two council members could go sit in the lobby, maybe mooch a beverage and breakfast pastry. Wouldn't cost a dime!
