US and Canada officials sign climate protection pact |
"SAN
FRANCISCO -- Saying that the West Coast must lead the way in battling
climate
change, the governors of California, Oregon and Washington,
along with a representative of the premier of British Columbia, signed
an agreement Monday committing the Canadian province and the three
states to coordinate global-warming policies.
Each state and the
Canadian province promised to take roughly a dozen actions, including
streamlining permits for solar and wind projects, better integrating the
electric power grid, supporting more research on ocean acidification
and expanding government purchases of electric vehicles." Read article.

and British Columbia already have placed a price on
greenhouse gas emissions — through cap-and-trade and a carbon tax,
respectively — and have also already adopted clean fuel standards. ....
Under terms of the agreement announced Monday, Oregon and Washington's
governors are committing their states to move forward with similar
policies, even though the legislatures of both states have denied
previous attempts to adopt cap-and-trade. .... California's efforts
have not come without their challenges. The low
carbon fuel standard is a key piece of California's landmark global
warming law, AB 32, and is meant to cut the state's dependence on
petroleum by 20 percent and account for one-tenth of the state's goal to
cut greenhouse gas emissions to 1990 levels by 2020." Note: photograph of British Columbia, Oregon, Washington and California officials by Marcio Jose Sanchez from this article.
