of longtime Commissioner Sally Campbell. Like Padreddi, Campbell died
in office. After that appointment, Holsinger subsequently lost his bid
for re-election in November.

each had a total of 15 minutes to respond. The commission employed an
unusual written ballot system to decide the question and never formally
