"....the city establish an “aggressive” waste-diversion policy that would cut the amount of garbage heading to a landfill by 75 percent by 2015 and eliminate landfill waste by 2030." That's going to be interesting. Technology will likely be improved.
One thing, I like the plastic bags I get at Safeway, which are great for transporting groceries up the stairs. I hope not to give these up these plastic bags in favor of cloth bags which breed bacteria.
"It also suggests that the city obtain the latest studies on coastal erosion and adjust its General Plan and zoning ordinances to enable bluff space in Pacifica to be returned to open space or populated with portable buildings that can be moved in an emergency"
Did these folks not see the damage caused by the cars trucks, portables etc when they were washed inland recently in Japan? No one had time to hook up anything and move it out. Just what we need our beautiful coast trashed up with trailers.
"The Transportation subcommittee’s proposals include increasing biking and walking paths in Pacifica to enable greater non-automobile access."
We have enough trails and little Jimmie is not going to walk to school anymore. Our city is not topgraphically friendly enough for little Jimmie from Vallemar to walk to Oceana or Terra Nova, trails or no trails.
On further reflection ,now I get it, stupid me!!! The plan must be to build another trailer park in the quarry or maybe a community of the teeny eco warrior houses that can be trailered.

Based on their conclusions about highway imporvement, we're going to need to close the tunnel before it opens.
Now just where is this budget coming from for the consultant and how many hours has claycomb rang up pushing paper around for these "eco-warriors"?
Council directs staff on these fools' errands and let's not forget that.
