3.     Proclamation confirming existing of a local emergency: coastline from Westline Drive to the end of Beach Boulevard, report. a) photograph: 400 Esplanade cliff failure update, 6/26/19.
4.     Resolution requesting the CA Department of Education (CDE), Early Learning and Care Division (ELCD) reimburse the City Child Care division for emergency closure of programs 11/16/18 due to nearby fires poor air quality, report, Resolution.
5.    Resolution approving contracts with CA State Department of Education (CDE) for providing child care and child development services, FY 2019-20, amount $856,966, report/Resolution.

6.    Approve Woodard & Curran, Inc. for the City's SCADA (supervisory control and data acquisition) upgrade project management, amount $79,452, report.  a) Agreement.
7.    Approve AECOM preliminary planning study for Highway 1/Manor Drive overcrossing improvement project, amendment 1: budget authority $37,000 from Manor Drive Mitigation Fund 14.

Consideration 

 9.   Provide direction for CA State Reach Codes: 2019 Building Code updates that require specified buildings exceed minimum energy efficiency standards, and electric vehicle charging infrastructure, report.  a) Model Reach Codes (draft).  Adjourn.
