John Keener is the Council person who blocked the Library.
He is a tool for the Nobie's who want nothing for Pacifica.
First it was the Blue Monarch butterfly, then it was the Red Legged frog, then it was the San Francisco garter snake, then it was the Snowy Plover and now it's Sea Level Rise. The selfish "I got mine" gang has finally found their holy grail.
They have appointed a passable kook, John Keener, to carry their flag.
They want nothing for Pacifica. They are propagandizing that all of Pacifica west of Highway One will soon be under water and therefore we must all cut and run and they call it "managed retreat".
This means no more investment of money or effort west of highway one (except anything that benefits them or the SurfRider Foundation). No money for Library. No money to improve Palmetto business district. No money for the Golf Course. No money for the pier. No money to maintain sizeable stock of affordable housing in West Sharp Park. No money for Beach Blvd. No quarry development. Just more trails and open space so all the critters are happy and everyone but their friends will just have to move away.
Thanks Keener, Lancelle, Digre, Ghost of Vreeland, Virby, Curtis, Bray, Goldberg, Loeb, Hall and all the rest of your nutty friends who have been destroying Pacifica's economic viability for the last 30 years.
Just get another one of your sycophants on council and you can call it a day.

Yet the legal language of 2/3rds Councilmembers voting yes to place a ballot measure is insufficient.
A recused City Councilmember by City requirement is not a vote (certainly not a no vote).
That reduces City Council eligible votes to 4 members, rather than 5. How will this be resolved?

With a full council, needed 4 votes to put bond on nov ballot. Even with Nihart stepping down because she lives too close to the project, and 4 members remain voting, still needed 4 votes or unanimous.
Keener apparently thinks his opinion is more important than the 15,000 or so Pacificans who will be voting this Nov for pres, etc.

When Keener came to my door campaigning, I thought him grandfatherly and he listened. Boy was I wrong. He is opinionated, bullheaded and doesn't listen. Library will not be voted on in Nov and is dead in the water until Keener gets his way.

If Marian leaves to close to the library and she can't make decisions or vote for it.
They need to have someone else to replaced her. There is always excuses and excuses
How much longer Marian is going to stay in the city Council.

Also Deidre lives in Sharp Park behind Mariam so people all of those little details will affect decision making for anything to get approval.

Old sewer treatment. How many years empty collecting rats, racoons, possums,old debris who knows where it comes from.
Nothing nothing done for West Sharp.

When if the old Sharp Park Library moved. What do you think it will happen to the building? Another eyesore. So please don't elect anyone from West Sharp. No more enough of people blocking progress.

keener way or the highway? What exactly is his objection to the beach blvd site? It's 30 feet above sea level. Or is this the new sabotage chant: no development anywhere where they say ocean rise is an issue (even if it isn't??) God help all the homeowners and businesses west of Hwy 1. Keener is gonna hang them out to dry...

What Keener said at council meeting was that library bond on Nov. ballot will lose. Once you lose, you can't go back to the voters again. You will lose by more. Better to wait til there is strong support. Need 2/3 vote to pass the bond.

Deirdre does not live in Sharp Park.

What Keener actually said was that he would vote to put the library bond on the ballot if it was to be located at another site, but that he was voting no for it being at the Palmetto Ave site because of the threat of sea level rise there.
That's not a direct quote, but it's pretty close. If anybody thinks it's not close, let's get the transcript!
As for his statement about the first shot at it being the best shot - tell that to the people who campaigned for the PSD and the JUHSD parcel taxes!

Keener's comment about first shot being best shot is wrong headed and reflects his lack of political expertise. Which is why we're in this situation at all. The man does not understand politics...just because you can run and get elected doesn't make you smart or qualified.

1. 67% of voters near the Sanchez Library are opposed.
2. 66% of responders believe it hurts Seniors
3. 72% stated in the past year or so no one else in their household has been to the library
4. 71% believe Coastal Erosion is the most serious problem facing Pacifica
5. More people think the City of Pacifica’s finances are NOT generally well-managed than well managed.
6. "While housing, coastal erosion and the drought are voters’ top concerns, the condition of the Library is not seen as nearly as pressing."

He is just the latest puppet of the NOTHING FOR PACIFICA thugs.
Sea Level rise is their newest and maybe most effective way yet of stopping any development in Pacifica. It has some controversial half truths in it plus the ability to cause fear. A perfect Trumpean ploy. I'm sure Lancelle, Digre, deJarnutt and Vreeland are kicking themselves for not having thought of this first, but now they are fully on board with the rest of the "I Got Mine's" and have invited Loeb, Verby, Bray and even crazy Goldberg to join the team.
These screwballs will not stop until they've driven the last nail into Pacifica's coffin.

$33,500,000 is too much for Pacifica.Keener is saving home owners plenty.Sanchez library will still be!Daly City has four libraries and Pacifica wants to shut down one and screw southern Pacifica.

This could all be resolved very quickly if Mary Anne were to re-sign for the sake of the library, three councilmembers appoint a library friendly replacement Who did not live in the library recusal zone and voila you have four votes to put the library on the ballot. With science of the city sponsored survey behind him keener made a great chess play on behalf of those who want to save Sanchez library. I don't think I recall could possibly work on the library issue alone.

308, Nope, looks like ALL city council members will vote on this one.
From the special City Council meeting article just posted: "This Resolution shall take effect upon its adoption by two-thirds of all members of the City Council of the City."

As Mayor Sue Digre reiterated at the 7/11/16 City Council meeting, the issue is whether to put the question of a new library on the ballot, which is the reason she voted yes (let the people decide).
But if you're looking for a Councilmember to resign: Mr. NO on most everything that includes progress, John Keener could quickly resign, and save the City a whole lot of obstruction time, trouble, and money.

I hope you are not suggesting that people just show up at John Keener door. It Is a crime to intimidate or terrorize a public official. Don't do anything stupid. Uses the City e-mail to contact John,plead you case, but don't try to scare him into doing what you want.

Although the Library Bond Resolution, Section 6 states: "This Resolution shall take effect upon it adoption by two-thirds of all members of the City Council of the City," (that Section is referring to the effective date).
Section 5 states: "This Resolution is adopted, and the Bonds, if approved by two-thirds of all qualified voters voting on the issuance of the Bonds, are to be issued pursuant to the Bond Law,", (that Section is referring to the issuance of Bonds).
The correction with link has been made on the article.
